Responsible for all ICT operational activities and effective management, performance and improvement of ICT functions pertinent to online article submission, processing, review, referencing, editorial decision, publishing journal issues, archiving, indexing, cataloguing, proposal submission and review, research monitoring
· Monitor performance and maintain systems according to requirements
Customize/ develop responsive front-end designs and configure editorial workflow,
Support online submission and management of all content,
Integrate the system with scholarly publishing services such as Crossref, ORCiD, and DOAJ
Install and configure computer hardware operating systems and applications
Identifies problems with web performance, solves problems, solves overload problems, and takes them to the next level,
Facilitates the use of the site by users of the site to exchange information via email service in accordance with their authorized rights,
Monitor and maintain computer systems and networks of Scientific and Ethics Review Office and EJPHN (installing, configuring and maintaining the computers)
Talk institute ICT staff or clients through a series of actions, either face-to-face or over the phone, to help set up systems or resolve issues
Troubleshoot system and network problems, diagnosing and solving hardware or software faults
Provide support, including procedural documentation, technical support and relevant reports to the Scientific and Ethics Review Office
· Prepare EJPHN and Scientific and Ethics Review Office ICT tasks annual business plan, annual budget
· Ensure that all ICT spend meets public procurement standards
· Upgrade systems with new releases and models.
· Continually update and administer anti-virus, firewall and VPN infrastructure to ensure that all systems are secure and comply with Data Protection requirements.
· Create and manage user accounts on Active Directory and Exchange
· Collect, document and present processes, project and product metrics such as utilization, lead times, bug detection and quality statistics
· Website and Webpage development
· Deal with routine queries and complaints
· Respond to and troubleshoot EJPHN website issues.
· Identify and respond to EJPHN website security breaches.
· Update HTML, PHP, CSS and JavaScript page regularly.
· Conduct content audits to eliminate redundant and/or duplicate information.
· Create appropriate website content aligned with the organization’s strategy.
· Ensure EJPHN website quality and efficiency by conducting regular test plans.
· Improve the User Experience of the website regularly.
· Collaborate with staff and management to ensure that the EJPHN website meets
International journal systems standard.
MSc/ BSc in ICT, Computer Science or Computer Engineering
Four years for MSc/ Six years for BSc direct experience
· Good understanding on open journal system,
· Expertise with Linux, Apache, PHP, and MySQL,
· Knowledge of security for applications, networking, and operating systems,
· Knowledge of customization for CMS, OJS and other open-source web application using different programming language PHP, HTML5, CSS, Bootstrap,
· Experience in adobe Photoshop,
· Ability to process all the ICT activities of the journal office and SERO, including web site and web page detailed activities,
· Facilitate the online submission and review processes of manuscripts,
· Ability to work with the statistical software,
· Ability to work and process confidential information with discretion and sensitivity
· Excellent interpersonal and organizational skills and the ability to prioritize under pressure
· Excellent verbal and written communication skills
· Ability to maintain ICT materials, documentation for external reports and other
· Ability to develop Website and Webpage
