BACKGROUND
The National Data Management Center for health (NDMC) at the Ethiopian Public Health Institute (EPHI) is a responsible center to centrally archive health and health related data, process and manage health research, apply robust data analytic technics, synthesis evidence and to ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels. NDMC has collaborative partnership with Institute for Health Metrics and Evaluation (IHME), University of Washington and has established a Burden of Disease (BoD) Unit. The BoD Unit is responsible for data mapping, collecting, reviewing and archiving available health and health related data in the country and for producing national and subnational burden of disease estimates collaboratively with Global Burden of Disease (GBD) Study centered at IHME for population and demography, mortality and risk factors for a range of communicable diseases, non-communicable diseases, maternal new-born and child health, nutrition and for injuries. The unit creates platforms for translating BoD evidence for decision and policy at national and subnational levels. The NDMC is looking for high calibre staff for this collaborative project.
ROLES AND RESPONSIBILITIES
- Implement code solutions in order to answer analytic questions, perform diagnostics on results, and test and assess methods.
- Work under the senior data analyst and senior biostatistician to create, maintain, update databases containing health data from multiple sources such as surveys, vital registration systems, administrative records, and published studies relevant to NDMC research priorities.
- Support software developers with database operations including the development of complex SQL, tuning of DML and the creation of stored procedures.
- Bring together data, analytic engines, and data visualizations in one seamless computational process.
- Catalogue and incorporate datasets into databases.
- Create detailed documentation including diagrams of system and database infrastructure.Analyse data accurately and presenting results in a clear manner.
- Effectively coordinate and communicate with all the stakeholders (internal teams and clients).
- Maintain integrity of the network, server deployment, and security. Monitor networks to ensure security and availability to specific users.
- Manage application of software updates and perform daily maintenance on current systems.
- Securing/monitoring all systems access.
- Participating in the ongoing workflow of developing an automated system in processing, cleansing, and verifying the integrity of data used for analysis.
- Working in agile and sprint software development environment for fast delivery
- Developing, maintaining and using different version control and project management tools.
- Producing software solutions by strictly following general guidelines set in each software development life cycles.
- Developing test scripts for new and existing systems, and using different software testing tools.
- Developing front-end and back-end development architecture.
- Developing highly interactive web applications using new and state-of-the-art JS libraries and frameworks; then deploying and maintaining these systems on non-structural database such as MongoDB.
- Developing websites using JS libraries and frameworks such as D3.JS, React JS, Angular JS, Vue JS, React-vis, Node JS and Express JS.
- Documenting Node.js processes, including database schemas, as well as preparing reports and keeping informed of advancements in the field of Node.js development.
- Developing Node based back-end data retrieve API’s.
METHODOLOGY
The Senior Full Stack Website Developer (Senior System Developer) will work closely with the NDMC, Regional health bureau and support the project’s function related to health data system strengthening.
REPORTING
- The Senior Full Stack Website Developer (Senior System Developer) will report to the NDMC Coordinator
- The Senior Full Stack Website Developer (Senior System Developer) will base in EPHI/NDMC in Addis Ababa
Job Requirements
- MSc in the field of Computer Science/Computer Engineering/Software Engineering/Information Technology and/or a relevant combination of equivalent training.
- Ten or more years of relevant work experiences
- Preference will be given to candidates with certifications in related areas such as; HTML5, CSS5, Bootstrap, JS, React JS, Angular JS, Node JS, D3JS, MS SQL, MySQL, AWS, SEO, DBMS technology, UI /UX design, Apache or nginx, version control system, REST, SOAP, MEAN, MERN, LAMP and MongoDB.
Contract Duration and Remuneration
The contract will be for one year but extendable depending on the satisfactory performance and the need as of business continuity.
. Salary will be based on the qualifications and experience and in accordance with EPHI’s contract salary scale.
