Ministry of Health-Ethiopia is hiring a Senior CPD advisor to support the Human Resource for Development Directorate (HRDD) here after being called as directorate at MOH in structuring, digitalizing learning, mobilizing, and regulating the national CPD program as per the newly developed National CPD Directive, guideline, and Strategy Roadmap documents in the context of laying the foundation for the national level system to capture, compile, analyze and utilize national CPD data for the digital learning system.
Roles and responsibilities
Under the supervision of the Human resource development Director. The Senior Continuous Professional Development advisor works toward the digitalization and standardization of the CPD program. Ensure accountability and responsibility in the implementation of CPD courses and serves as the key technical personnel of the CPD case team in leading, managing, and facilitating core activities related to continuous professional development as stated in the roadmap of the CPD program. Closely works with and provides technical support to national CPD committees, and the CPD case team to expedite the Ministry mission and respond to technical inputs needed.
Apply strategic and innovative vision to drive the programmatic area’s progress, ensure stakeholder engagement, and overcome any implementation obstacles encountered
Engage in CPD program and project design and development, including supporting staff with contextualizing outcomes and the theories of change, as well as selecting interventions based on the best available evidence and the local context
Lead the design and provision of tailored needs based capacity building training to fill critical capacity gaps in the Ministry
Assess training needs and contribute to the development of training strategies and plans.
Work effectively with subject-matter experts to define learning objectives, select content, and identify target audience’s training needs and create evaluation measures;
Follow the implementation of action points of the national CPD committee and provide relevant advice to the Director at MOH.
In collaboration with responsible units and partners, follow implementation status of the national TWGs tasked with accreditation, CPD and others.
Provide coordination/facilitation roles at MOH for establishing and strengthening health training programs accreditation, health professional continuing professional development, licensing, health professional council, and other health workforce regulation.
Effectively communicate training deliverables to CPD team members and other stakeholders in a clear and concise manner.
Oversee and guide the development of the project’s digital learning activities, including e-learning courses, videos, animations, and games as appropriate.
Apply tested instructional design theories, practice and methods.
Conduct instructional research and analysis on learners and contexts.
Analyze courses to ensure they meet or exceed required standards and provide reports for accreditation reviews.
Develop dynamic, experiential learning session designs for virtual training including blended learning architectures.
Use instructional design and development methodologies to create e-learning products
Contribute to designing and managing learning evaluations.
Support the Ministry staff in conceptualizing and developing capacity development activities.
Support disseminates learning insights gained, as well as tools and methodologies

Required Skills and Experience
Master’s Degree in Public Health or MA in education & Training.
A minimum of 6 years in areas of continuous professional development, instructional design, digital learning management system at international or national level.
Broad experience of information systems, service development and facilitation organizational change and development preferably within a NGO environment, excellent knowledge of ICT and its application.
Strong interpersonal verbal and written communication skills and ability to facilitate collaboration
Demonstrated mastery of instructional theory, methodologies and e-learning delivery
Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint) and Knowledge on Moodle or other online training platforms is a plus
Strong working knowledge of instructional design practices, curriculum design, training methodologies and online education
Familiarity with traditional and modern training methods and techniques;
Experience in the design and implementation of Monitoring and evaluation tools.
Language requirements:
Good Command of English speaking and writing.
