PROJECT SUMMARY
The Integrated RMNCH + PPFP Scale-Up Project, funded by the Gates Foundation, is being implemented from December 2024 to November 2028 across various regions of Ethiopia. The project focuses on strengthening Postpartum Family Planning (PPFP), Maternal Health, and Newborn Health services. The overall goal of the project is to contribute to the reduction of maternal and newborn morbidity and mortality by increasing the uptake of voluntary family planning and selected RMNCH services.

To support the expansion and effective implementation of project activities in additional sites, EngenderHealth is seeking a qualified and experienced RMNCH Officer for the Integrated RMNCH + PPFP Scale-up project.

JOB SUMMARY
The RMNCH Officer, under the supervision of the Regional Team Leader, will be responsible for managing and providing technical assistance for the implementation of project-supported RMNCH programs in high-caseload facilities. The primary focus of this role will be to ensure the achievement of key RMNCH targets related to service readiness, capacity building of healthcare providers through training and mentorship, and implementation of quality improvement initiatives.

The RMNCH Officer will plan, coordinate, and implement field-level activities, ensuring their timely and effective execution. This includes organizing and facilitating training sessions, mentorship programs, and regular supportive supervision and site visits to strengthen the knowledge, skills, and performance of healthcare providers in public health facilities.
In addition, the Officer will play a critical role in strengthening referral linkages and networking among healthcare facilities within the region to ensure continuity and quality of care. The Officer will also monitor program progress, provide technical guidance, and support healthcare providers to ensure delivery of high-quality RMNCH services.

To successfully fulfill this role, the RMNCH Officer is expected to demonstrate strong project management and coordination skills, along with solid technical knowledge of RMNCH programs. Excellent communication, facilitation, and interpersonal skills are
essential to effectively collaborate with health facility teams, district health offices, and other stakeholders.

Overall, the RMNCH Officer will contribute significantly to the effective implementation of RMNCH programs and to improving the health outcomes and well-being of mothers, newborns, and children in the supported regions.

ESSENTIAL FUNCTIONS

  • Collaborate with the Regional Team Leader and other relevant teams to manage, oversee, and ensure effective implementation of planned RMNCH program activities in the region.

  • Participate in operational planning and support the implementation of field-level activities, ensuring timely and effective execution.

  • Provide technical assistance at both the health system and community levels to support achievement of project targets. This includes demand creation, service readiness assessments, healthcare provider capacity building through training and mentorship, and quality improvement initiatives.

  • Organize and facilitate training sessions and mentorship programs for healthcare providers in public health facilities, strengthening their skills and capacity to deliver high-quality RMNCH services.

  • Coordinate and monitor the timely implementation of program activities under assigned responsibility, ensuring adherence to plans, tracking progress, and achieving expected results.

  • Support the strengthening of referral networks among healthcare facilities by establishing and maintaining effective referral linkages to ensure coordinated and continuous patient care.

  • Provide technical expertise and guidance on RMNCH programs to healthcare providers to improve service quality and program performance.

  • Plan, implement, and monitor field-level operational activities, ensuring timelines are met and resources are used efficiently.

  • Establish and maintain strong working relationships with public health facilities, district health offices, and zonal health authorities.

  • Collaborate with key stakeholders, including healthcare providers, government partners, and community representatives, to ensure successful program implementation.

  • Support the introduction and integration of project-supported quality improvement tools into the public health system.

  • Work with technical staff and counterparts to identify lessons learned and best practices and contribute to documentation and dissemination efforts.

  • Perform other relevant duties as assigned by the supervisor.

  • Travel up to 80% to support program implementation across project regions, as needed.

About You

  • Bachelor’s/master’s degree in public health, Midwifery, nursing, or any related health fields with a minimum of 7 years for a first degree & 5 years’ experience for a master’s degree.

  • Experience in managing and implementing health programs, preferably in the areas of Family planning, reproductive, maternal, newborn, child, immunization, and nutrition (RMNCH) services.

  • Experience in working with communities of applied regions.

  • Demonstrated experience in effectively providing technical assistance and competency-based training to counterparts on maternal health, Family planning, newborn, and child health and nutrition intervention.

  • Experience in training facilitation and mentorship of healthcare providers.

  • Demonstrated experience in coordinating and networking with various stakeholders, including public health facilities and district health systems.
