The Ethiopian Human Rights Council (EHRCO) is a non-governmental, non-profit-making, non-partisan and membership-based organization legally registered by the Ethiopian Civic Society Authority with registration number 1146 and is currently working as a human rights civil society. It was established in October 1991 by 32 founding members from academia, business, and other professions. The Council a founding member of Defend Defenders and the Consortium of Ethiopian Human Rights Organizations (CEHRO) has an observer status in the African Commission on Human and People’s Rights, regular membership in the International Federation of Human Rights (FIDH), as well as membership in the World Organization against Torture (OMCT). It functions across Ethiopia through its district offices in Addis Ababa, Gondar, Bahirdar, Hawassa, Arba Minch, Jijiga, Dire Dawa, Nekemte, and Gambella.

EHRCO is an organization that, through its courageous and dedicated Human Rights Defenders (HRDs), strives for the establishment of a Democratic system, the prevalence of the Rule of Law, and respect for Human Rights. EHRCO works in situation monitoring, investigating, and reporting on Ethiopia's human rights situation at its core. Furthermore, EHRCO investigates, documents, and reports on (often serious and widespread) human rights violations and has specialized in targeted monitoring such as prison, trial proceedings, free legal aid, and election monitoring. Additionally, EHRCO is involved in various projects and programs focusing on human rights and human rights-related issues.

EHRCO is well recognized by different local and international organizations, the latest being, and in acknowledgment of its resilience for over three decades of work within trying political and security conditions, the 2022 human rights award from the German section of Amnesty International. 

With this in mind, EHRCO is interested in hiring 3 (three) qualified and well-experienced experts for its project- related work. And the job description, duties and responsibilities, and requirements of the posts are specified as follows.

Job Description

  • Reporting to the project management head, the project officers will be responsible for the routine project management activities in line with approved project activity plans in collaboration with other EHRCO teams. They will be responsible for coordinating resources to relevant actors in the project implementation and ensuring that project activities are conducted timely, efficiently and effectively. The project officers will be responsible for data collection, compilation and documentation of implementation progress, lessons and project level data. The project officers will monitor the quality of field level data and ensure proper reporting especially for high-level management decisions. Hence, the project officers will oversee the monitoring, evaluation, analytics, and reporting of performance and results of the project; data management of direct service participants of the project; as well as lead activity, output, and outcome efforts to strengthen monitoring and evaluation and performance reporting within the operational area of the project.

Responsibilities and Qualifications

  • Under the supervision of the Project Manager, the Project Officers are responsible for the following duties;

  • Ensure overall operational management of the projects and delivery of results in accordance with the project documents and work plans; and other joint agreements between EHRCO and project partners; in consultation with the Project Manager

  • Develop a project schedule and proposal, with milestones, due date and estimates of those materials that are required.

  • Ensure timely preparation, update and implementation of annual and detailed implementation work plans, and other related documents for timely commencement and implementation of the project activities;

  • Provide substantive input to the project activities, ultimate in-project quality assurance for achieving the overall project outputs, ensure timely implementation of project activities, including reporting on progress vis-à-vis planned activities and expected outputs;

  • Assist EHRCO staff in developing regular data collection format (which includes collection, cleaning, storing, reporting and proper documentation),  identify indicators which are reliable for data quality assessments, in field supervision, and database maintaining, analyzing and interpreting data and ensuring forward accountability to the community and learning;

  • Assist and conducts project monitoring and supportive supervision, conducts joint monitoring and coordination meetings with stakeholders, participate on project performance review meeting at different level;

  • Conduct and participates on data quality assessments and validation, assist and participate on project baseline evaluation, mid-term evaluation, endline evaluation, outcome survey and other project start up surveys and assessments, assist and leading the monitoring system of the project direct beneficiaries participants, participate and provide inputs for the development of Comprehensive Monitoring Evaluation plan, assist staffs in overall M&E and reporting system, assist project staff in reviewing and revising project M&E plan and indicators as required;

  • Collaborate with EHRCO team members, experts and consultants, including the preparation of the terms of reference, facilitation of recruitment, forward planning of project activities and budget expenditures, activity scheduling, monitoring of work/results and reporting;

  • Participate in the formulation and revision of different reports and plans, prepare each reports according to the need of projects, evaluations and in discussions and, hence, be responsible for preparation of review and evaluation reports such as the Mid-Term and Annual Project Report, ensure consistency of information in different reports;

  • Support and produces quarterly, semiannually and annually project tabular reports by reconciling with the narration reports;

  • Analyze plan versus achievements of the project (activity/output/outcome) and identifies justifications for under achievements or over achievements;

  • Assist and conducts learning assessments and produces learning briefs and other knowledge management products, assists and produces success stories, rolling profiles, and most significant change stories, organizes and participates on learning events and experience sharing;

  • Ensure cross cutting issues such as, gender and age are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability.

  • Ensure compliance with respective donor’s project management policies and procedures; assist in the preparation of regular and special reports (as well as preparing and submitting government reports), as well as investigations conducted by the organization, provide reporting feedbacks to project staffs;

  • And perform other related duties as required.

Job Requirements

Qualifications

  • LLB, or MSC/MA / in Management, Project Management, Law, Human Right, PSIR and  other related fields, Bachelor degree in Social Science, Sociology, Statistics or other related fields.

Education/Training

  • Training on Human Rights

  • Knowledge of statistical software for both quantitative and qualitative data

Experience

  • Minimum of 3 years’ experience in project management related jobs

  • Job related experience in monitoring and evaluation, mainly in non-governmental organizations.

Technical and Other Skills

  • Computer skills ( Microsoft Word, Excel and PowerPoint and programming and statistical software such as SPSS) and knowledge of basic monitoring and evaluation and research tools

  • Management and delegation;

  • Communication and negotiation;

  • PR and presentation skills;

  • Understanding of a multi-faceted civil society operation;

  • Planning and forecasting skill;

  • Implementation capability (effective decision- making, information-monitoring, change- facilitation, proactive problem- solving, planning and organizing skills);

  • Strong organizational, analytical and quantitative skills;

  • Ability to manage multiple tasks/ projects and meet tight deadlines;

  • Firm belief in gender equality, sensitivity to social vulnerabilities, participatory approach and sustainability;

  • Proven team player with strong interpersonal, and cross-cultural skills;

  • Excellent verbal and written communication skills (both in English and local languages); and

  • Strong interpersonal communication.
