I.  JOB SUMMARY

The project officer for multisectoral Refuge Responses will support planning and implementation and monitoring efforts of integrated humanitarian interventions under the direct supervision by the Humanitarian program manager. S/he will oversee and provide technical support to partners staff and monitor progress to deliver comprehensive support to refugee and displaced populations. The post holder will ensure the project receives technical and operational support to ensure quality programming and intended impact. S/he will support documentation of multisectoral learning and for wider organizational use and beyond. This role requires strong coordination with RRC, RCC, local authorities, national and international NGOs and UN agencies to ensure timely, high quality and compliant program delivery.

II. RESPONSIBILITIES AND TASKS: 

Job Responsibility 1: Planning and Implementation of Project Activities & Financial Management: (35% of Time)

  • Ensure that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization.

  • Support the development of a detailed implementation plan (DIP) in accordance with the project proposal

  • Conduct monthly field trips, and undertake periodic reviews to follow up on the status of project implementation against DIP

  • Provide technical support and supervision on multi-sectoral refugee interventions 

  • Support the facilitator for empowerment staff in efforts to fully involve the key stakeholders, especially refugee community members, local government partners such as RRS, RCC and provide overall technical support 

  • Support project staff in the timely identification of implementation challenges and their resolutions with appropriate strategies

  • Coordinate all multisectoral refugee related assessments in the project areas. 

  • Support the parters head of field office/Team leader in the identification of required operational support (procurement, human resources, finance, and administration) and monitor the provision of such support.

  • Support communication with cooperating agencies and implementing partners on project progress, fund utilization and challenges.

  • Support the program and operations team in the timely distribution of commodities per donor regulations

  • Support the implementation of audit recommendations related to humanitarian projects.

  • Support parters head of field office /Team Leader to ensure project compliance with all CARE policies and procedures (including all CI members and CARE Ethiopia) and donor rules and regulations.

  • Assist parters head of field office / Team Leader to facilitate appropriate budget management and utilization in compliance with donor and CARE rules and regulations.

  • Support parters head of field office /Team Leader to appropriately revise budgets as required.

  • Assist parters head of field office/ Team Leader in monthly monitoring of burn rates and identification of appropriate corrective action to address low/high burn rates.

Job Responsibility 2: Program Quality Assurance: (25% of Time)

  • Ensure that the project employs appropriate programmatic approaches based on project EPMTs, M&E frameworks and CARE’s programing principles and relevant guidelines

  • Identify technical assistance requirements and work with the parters Head of field office /Team Leader and the appropriate humanitarian program managers (HPMs) to ensure the project receives the specific technical support it requires

  • Utilize appropriate management tools and technical guidance to achieve intended impact

  • Share relevant information with CARE Ethiopia emergency response, refugee response and long-term development interventions being implemented in the operational area

  • Participate in the implementation of audit recommendations related to humanitarian projects.

Job Responsibility 3: Reporting and Staff Supervision: (25% of Time)

  • Develop appropriate reporting formats together with the parters Head of field office /Team Leader and LDM manager.

  • Collect, organize, and summarize monthly and quarterly performance reports from parter staff.

  • Monitor the quality and reliability of the reports collected from parters staff.

  • Proactively develop and maintain a robust learning platform with all grassroots stakeholders and ensure that learnings and good practices are shared widely.

  • Prepare and maintain up to date information on the capacity building activities, results, and community- based accountability systems of the operational context.

  • Collect basic information, best practices, case studies and lessons and report to her/his supervisor.

  • Assist in the preparation of project reports and documents per donor and/or CARE reporting schedules and formats.

  • Assist parters Head of field office/ Team Leader in the timely and quality submission of field reports to Head Office

  • Supervise, coach, and provide technical support to partner project staff.

  • Complete all CARE performance management activities including performance planning, monitoring, and semi- annual and annual performance appraisals for direct reports.

  • Collaborate with the parters Head of field office/ Team Leader and human resources (HR) to take actions to address problems.

  • Support delivery of staff capacity development plans and related training.

Job Responsibility 4: Partnership and accountability (10% of Time)

  • Ensure productive relationships are established and maintained with all   Refugee stakeholders.

  • Closely work with local parters, RRS, RCC, Refugee and Host communities at all levels to ensure adequate linkages and coordination are established.

  • Ensure active participation of relevant humanitarian actors and structures in designing, planning, implementation and monitoring of projects (especially refugee and host community members, local parters and government partners)

  • Ensure all project events are well planned and known about by local stakeholders and concerned stakeholders and refugees

The level of problem solving this position will face is level number two. The way program and operational issues addressed in fragile unstable environment are always guided by the various enabling environment at spot.

IV. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

Required:

  • Bachelor’s degree: Bachelor’s in fields such as public administration, business administration, international development, economics, political science, or social sciences or related field of study

  • Basic technical knowledge: practical experience in project coordination, administration or program implementation, preferably in Humanitarian aid and refugee settings 

  • Core competencies: proficiency in data collection, analysis and documentation and computer software

Desired

  • Postgraduate: a master’s degree in a specialized or related area (such as management, public health, or organizational development and related field of study.

  • Various Certification: professional training in various job-related disciplines such as project management and training in monitoring and evaluation.

B) Experience

Required

  • Project cycle management: Ability to manage all phases from planning to implementation, monitoring, and closing

  • MEAL: Skill in designing frameworks, tracking indicators, and analyzing data.

  • Budget and Financial tracking: Knowledge of financial rules, cost management, and tracking grant allocations. 

  • Technical writing; Demonstrated ability to write clear project proposals and reports.

Desired

  • Software proficiency: Experience with specialized data collection, analysis and management tools.

  • Field experience: experience in multi-sectoral refugee responses and with local partners.
