Job Summary

The Organization for Sustainable Development (OSD) is seeking a qualified and highly motivated Planning, Project Design and MEAL Officer with strong experience in project proposal development and fundraising support. The position will play a key role in developing high-quality project concepts and proposals, supporting resource mobilization efforts, and strengthening project planning, monitoring, evaluation, accountability, and learning (MEAL) systems across programs.

The officer will contribute to improving program quality, expanding funding opportunities, and promoting evidence based decision making through strong data analysis, learning processes, and results-based project design aligned with donor priorities.

Key Responsibilities

Project Planning and Proposal Development

• Lead and support the development of project concepts, proposals, and logical frameworks aligned with organizational priorities and donor requirements.

• Conduct needs assessments, data analysis, and context analysis to inform project design and proposal development.

• Support resource mobilization and fundraising efforts through preparation of high-quality technical inputs for proposals.

• Coordinate with program and technical teams to ensure quality and coherence in project design and budgeting processes.

MEAL and Project Performance Management

• Develop and implement MEAL frameworks, tools, and indicators in line with organizational and donor requirements.

• Conduct regular monitoring visits and ensure data quality, accuracy, and timely reporting.

• Support baseline, midline, and end-line assessments, evaluations, and learning activities.

• Compile, analyze, and present project data to inform management decisions and program improvements.

• Ensure accountability mechanisms are functional and community feedback is effectively captured and addressed.

• Contribute to donor reporting and organizational learning processes.

Job Requirement

• Required Qualifications: Bachelor’s degree in Project Management, Development Studies, Statistics, Social Sciences, or a related field.

• Experience:

  • Minimum of 5-7 years of relevant experience in project planning, proposal development, and MEAL within NGOs or development organizations.

  • Proven experience in developing successful project proposals for donor-funded programs is highly desirable.

  • Strong skills in data collection, analysis, and report writing.

  • Experience working with donor funded projects is an advantage.

  • Strong computer skills, including data management and reporting tools.
