Job Summary

The OVC Service Director is responsible for technical oversight, coordination, and support to Local Implementing Partners (LIPs) implementing OVC service delivery under the US DoS funded Community HIV Care and Treatment (CHCT) Activity in Addis Ababa. S/he will lead the design, adaptation, and implementation of OVC guidelines, standard operating procedures (SOPs), and tools aligned with the America First Global Health Strategy, current PEPFAR guidance, and national policies, with emphasis on efficient, high-impact, family-centered case management that closes critical gaps in the pediatric HIV cascade and strengthens continuity of care for infants, children, adolescents, and caregivers affected by HIV.

Under the direct supervision of the Chief of Party (COP), the incumbent will work closely with other Project Directors, Technical Advisors (TAs), Specialists, government counterparts, and community stakeholders to ensure LIPs receive timely, coordinated, and high-quality technical assistance. The position will support strengthened collaboration between community and facility partners; use data for performance monitoring, continuous quality improvement, and pediatric case-finding; and help advance country ownership by building the technical capacity of LIPs, local community structures, and relevant government systems for sustainable HIV and social service delivery. The incumbent will also contribute to transition planning, local capacity strengthening, and practical approaches that reduce dependency while preserving essential services and outcomes for OVC and their caregivers.

Job Requirements

Education:

  • Master’s Degree in Public Health, Social Work, Sociology, Psychology, or with related field of study

Experience:

  • At least 15 years of relevant professional experience in HIV/AIDS, community health, social services, child protection, and project implementation, including at least 5 years in a senior technical advisory or managerial role supporting OVC programming.

  • Experience working with government systems, local implementing partners, and community structures to strengthen service integration, performance monitoring, and transition planning is highly desirable.

  • Strong experience in coaching, mentoring, and providing technical assistance to partners implementing OVC, child protection, HIV/AIDS, and community-based health programs.

Duty Station: Addis Ababa

Minimum hours of work: 40 hours per week

Contract Duration: Three (3) months, with the possibility of extension subject to organizational needs and performance, and availability of funding.    

Duties and Responsibilities

  • Ensure uninterrupted, high-quality OVC services across all sub-cities of Addis Ababa in close collaboration with local implementing partners (LIPs), government counterparts, and other stakeholders, with a focus on maintaining essential services while strengthening sustainability and country ownership.

  • Adapt or adopt standard operating procedures (SOPs), guidance, and tools that support family-centered case management and stronger alignment between OVC and clinical services to improve pediatric HIV case finding, linkage to treatment, continuity of treatment, viral load monitoring, viral suppression, and retention.

  • Lead and support use of routine MER and program data, including OVC-HIVSTAT, OVC-SERV, and relevant pediatric and PMTCT indicators, to identify gaps, prioritize geographic areas and facilities, guide technical assistance, and monitor performance improvement.

  • In collaboration with the CHCT technical team, develop LIP capacity assessment tools; jointly assess technical capacity; analyze and prioritize gaps; and implement practical, needs-based capacity-strengthening plans.

  • Provide continuous technical assistance to strengthen bi-directional referrals between health facilities and community programs to track viral load suppression (VLS) and retention of children and adolescents living with HIV (A/CLHIV).

  • Provide orientations, training, coaching, and mentoring to LIPs and relevant stakeholders on OVC case management, pediatric HIV and PMTCT linkages, referrals and bidirectional linkage systems, child protection, and quality service delivery.

  • Support LIPs to strengthen coordination between community and facility partners through clear referral pathways, shared action plans, service mapping, joint review of pediatric cascade gaps, and practical collaboration mechanisms at sub-city and facility catchment levels.

  • Provide technical assistance to LIPs to strengthen the capacity of community structures, including PLHIV associations, CCCs/CCs, Idirs and Idir Networks, Child Protection Units, and other CBOs, to deliver and sustain coordinated health and social services.

  • Promote continuous quality improvement through supportive supervision, routine performance reviews, joint problem solving, and targeted follow-up to address service quality gaps and improve outcomes for OVC and caregivers.

  • Work closely with the HIV Prevention, Care and Treatment Director, CHCT Treatment Focal Person, and other technical staff to ensure OVC programming is integrated with broader HIV prevention, care, and treatment priorities and reporting requirements.

  • Document technical capacity gaps, emerging implementation issues, promising practices, and lessons learned, and use these findings to refine technical assistance, learning agendas, and partner support plans.

  • Contribute to technical assessments, surveys, learning activities, abstracts/manuscripts, best practice documentation, success stories, webinars, and presentations, and review technical materials to ensure organizational quality standards.

  • Support preparation of high-quality periodic reports for US DoS and government audiences, ensuring that results, challenges, and corrective actions are accurately documented.

  • Participate in joint monitoring visits and technical supervision with government partners and donor representatives, and provide actionable recommendations to strengthen implementation quality, compliance, and results.

  • Represent PHE/CHCT in relevant technical working groups and stakeholder meetings, and contribute to transition planning, co-investment dialogue, and efforts that strengthen durable local systems and long-term service continuity.

  • Perform any other related duties that may be assigned by immediate supervisor or the Senior Management Team (SMT). 

Skills & Competencies

Technical Skills

  • Demonstrated understanding of current OVC programming approaches, including family-centered case management, pediatric and adolescent HIV priorities, and coordination between community and clinical platforms.

  • Strong knowledge of current U.S. Department of State/PEPFAR guidance, national HIV and child protection policies, and approaches that advance country ownership, sustainability, and local capacity strengthening.

  • Advanced technical knowledge of family-centered case management, pediatric and adolescent HIV programming, referrals and linkages, and community-clinical collaboration models.

  • Ability to analyze and use routine program data and MER indicators to identify gaps, support decision-making, and improve partner performance.

  • Strong skills in stakeholder engagement and relationship management with government, community structures, facility partners, local organizations, and donors.

  • Demonstrated skills in supportive supervision, continuous quality improvement, problem solving, and performance monitoring.

  • Excellent interpersonal, facilitation, report writing, and oral and written communication skills in English.

  • Ability to manage multiple priorities, think strategically, and translate policy and guidance into practical implementation support for partners.

  • Proficiency in word processing, spreadsheets, and basic database/reporting applications.
