The Sasakawa Africa Association (SAA) is an international non-profit non-governmental organization with its offices in Addis Ababa, Uganda, Mali and Nigeria. The SAA Country Office in Ethiopia promotes the adoption of improved pre- and post-harvest agricultural technologies for smallholder farmers in the country in collaboration with relevant government institutions, farmers’ organizations and private sectors.
About the position
SAA is looking for a qualified Ethiopian national candidate to fill the position of National Project Coordinator for its Pro-Environment Market-Oriented Agriculture Promotion (PREMAP) project. The Pro-Environment Market-Oriented Agriculture Promotion (PREMAP-II) project is funded by Japan's Ministry of Foreign Affairs (MoFA) and will be implemented for one year by the Ethiopia Office of the Sasakawa Africa Association (SAA) at Aleta Wondo Woreda in Sidama Region and Ana Sora Woreda in Oromia Region between March 2023 and March 2024. The project's objectives are to strengthen the capacity of farmer training centers (FTCs), develop environmentally friendly cultivation techniques, and promote environmentally friendly, market-oriented agriculture. In its first phase, the SAA Ethiopia country office implemented the PREMAP-I in Amhara Region's North Mecha Woreda and Oromia Region's Negele Arsi Woreda, with some project activities still ongoing.
Based in the Country Office in Addis Ababa, and under the direct supervision of the Country Director /Deputy Country Director, the Project Coordinator will coordinate the PREMAP-II project, PREMAP-I ongoing activities, and work on the planned PREMAP-III project.
Major duties and responsibilities
Facilitate the signing of the PREMAP-II contract between the contractor and the construction owner, in this case the Woreda Bureaus of Agriculture and other relevant Woreda Offices.
Facilitate the start of and follow-up on the PREMAP-II project stage of FTC facility construction (sub-structure and superstructure) on a regular basis before major defects occur, and provide direction for rectification in consultation with Zone/Woreda concerned construction offices
Ensure that the materials purchased for construction under the PREMAP-II project meet the specifications specified in the original document
Confirm that the prepared payment certificate under PREMAP-II construction project is commensurate with the completed volume of work and has been approved with the authorized Zone/Woreda construction offices to effect contractor payment
Control and manage the budget of PREMAP II in a smooth coordination with the Finance Coordinator of SAA Ethiopia Country Office.
Support the Finance Coordinator in the writing of the Monthly Financial Report for PREMAP II Project.
Follow up ongoing PREMAP I project activities, particularly data recording and encoding using the IOT (e-kakashi) tool
Follow-up data recording and encoding using the IOT (e-kakashi) tool under the PHRDG project
Assist in the project formulation of PREMAP III project (or other project) to be submitted under Japan’s Ministry of Foreign Affairs (MOFA) Grant scheme, including the development of the project proposal and budget, the acquisition of quotations from at least three vendors, the communication with relevant woredas authorities, and the follow-ups to other on-demand requests from MOFA.
Write monthly project progress reports of high quality that have been approved by the Woreda Bureau of Agriculture and the Woreda project committee, and submit to the SAA country office and Head Quarter
Ensure timely completion and handover of PREMAP-II buildings/structures from contractor to owner through a written document signed by the respective Woreda project committees
Produce high-quality project completion report
Perform any other duties as directed by his supervisor(s)

Qualification and other skills
BSc/MSc Degree in Civil Engineering, Construction Engineering, Agricultural Engineering, or any other relevant education qualifications
7 years of relevant work experience for a BSc; 5 years for an MSc
Competence:
English Proficiency: Level B2 (spoken and written)
Knowledge and experience on Agriculture and rural community settings
Proven project management, negotiation and facilitation skills
Good knowledge of Project designing, planning, implementation, evaluation, and monitoring skills
Good knowledge of Microsoft Office (Word and Excel)
Good ICT skills
Excellent interpersonal skills
Understanding and knowledge of one or more local languages (Amharic, Afan Oromo , Sidaamu Afoo)
