The HALO Trust in Ethiopia

HALO is registered in Ethiopia since 2021, and is now actively looking to establish mine action operations in the Afar Region. To do so, HALO is looking to recruit a qualified and dynamic Office Manager responsible for the overall administration of HALO's soon-to-be-opened office in Afar.

 

Role Summary 

The Multitask Team Supervisor holds full responsibility for the planning, coordination, and execution of Non-Technical Survey and Explosive Ordnance Disposal operations in the field. This is a roving, field-based role, operating in deployment cycles with scheduled stand-downs for rest and recovery. The Supervisor leads a dedicated team of four members, ensuring all activities are conducted safely, ethically, and in line with HALO’s Standard Operating Procedures (SOPs), Ethiopia National Mine Standards (ENMAS), and International Mine Action Standards (IMAS). He/She is responsible for all aspects of safety, efficient operations, administration, and discipline within the team.

 

In addition to core survey responsibilities, the role requires flexibility to support Explosive Ordnance Disposal (EOD) callouts in coordination with other International Operators and regional institutions as needed. This position is central to HALO’s efforts to reduce the threat of explosive hazards and improve the safety and security of conflict-affected communities.

 

Duties and Responsibilities 

Leadership:

  • Lead by example, demonstrating impeccable integrity and professionalism at all times, inspiring others to behave similarly.

  • Monitor the mental and physical health of all staff under their command, ensuring good team morale.

  • Ensure logistics supplies and fleet are well prepared.

Planning and Coordination:

  • Based on the deployment plan, conduct desktop assessment about conflict history and by investigating satellite imagery of the area in question in different periods.

  • Liaise with the village and security heads of the villages/settlements to be surveyed and let them know when you’re coming to the village.

  • Get as much information as possible about the current security situation and how/where to access the village/settlement to be surveyed.

  • Fill Journey Management plan and get authorization from the Operations Manager

  • Make CASEVAC plan, with routes and assigned hospital clearly stated and get approval from the Operations Manager

  • Assign tasks and ensure all team members understand their role before during and after the deployment

  • Ensure all relevant regional permissions are received 

Safety and Security

  • Ensure all team members strictly follow safety protocols in line with HALO’s Non-Technical Survey SOP

  • Prioritize staff safety above all else. Never take unnecessary risks that could endanger the team

  • Maintain situational awareness, especially in areas affected by active conflict or prone to natural hazards.

Data Collection

  • Ensure the reliability and integrity of data collected by following HALO’s Non-technical Survey SOP which aligns with the ENMAS and IMAS

  • Ensure to get access to all sources of information including women, girls, boys, men and disabled persons.

  • Analyse and triangulate information to make sure the quality of the data you are collecting.

  • Document direct and indirect evidence with as much details as possible.

  • Ensure HALO’s survey123 forms are filled properly and with accordance of HALO’S Non-technical survey SOPs.

  • Ensure GPS, Prismatic Compass and Laser Range finder are correctly utilized during mapping of the hazardous area.

  • Ensure the hand drawn map of the hazardous area has all the surrounding features of the area, this includes valleys, lakes, mountains, roads, trench lines, etc.

  • Maintain organized professional records of all survey activities.

Explosives Ordnance Callouts

  • Supervisors will get a task order through the radio room in Samara Office, where they may be required to travel to anywhere in the region that the need be.

  • Within EOD qualification limits, dispose mines & UXO found during tasks. Strictly adhere to the EOD SOPs. 

  • Ensure the safety of all your team, civilians and visitors. 

  • Follow the work plan provided by HQ. If any changes or additions are made, they must be approved by HQ. 

  • Maintain and keep account of all explosives. 

  • Ensure all kit EOD kit is kept to a high standard, through undertaking a kit maintenance check once a week.

  • At the end of task, the supervisor will be required to fill EOD Call out report through survey123 form and submit it to the main system.

Medical

  • Ensure that the ICP (medic) trained staff maintain the teams’ medical kits and keep these ready for use as per HALO’s medical SOPs.

  • In the event of an accident provide direction for ICP trained staff, ensuring details are recorded and reported immediately, and ICP staff appropriately treat any casualties.

  • Conduct regular CASEVAC practices as directed by the medic.

  • Take part in regular ICP refresher training.

Quality Control

  • Review and verify the quality of the NTS reports before submission through Survey123.

  • If any data is unclear or incomplete, follow up to gather additional information to ensure the report meets the highest standards of accuracy.

Reporting

  • Produce and submit comprehensive NTS reports through Survey123 mobile data collection.

  • Produce and submit EOD call out and demolitions reports.

  • Assist GIS officer in preparing completion handover reports.

  • Ensure to report to the radio room three times a day – Start of work, lunch time and at the end of work.

  • Report any issues encountered to the radio room daily.

  • Report any accident/incident and near misses to the radio room. 

  • Report the team’s location at the end of every day.

 

Job Requirements

  • Demonstrated ability to lead and manage others.

  • Physical resilience and ability to deploy for extended durations to remote locations, on a basis of 3 weeks of field work for 1 week of stand down (rest)

  • Willingness to work in a small team (4 people) comprising men and women

  • Understanding this role is permanently based in Afar, with operations starting from Semera town 

  • Ability to attend in-person interviews in Semera in May 2026 by your own means

  • Minimum completion of grade 12 

  • Fluent in Afar and Amharic; basic English communications is an advantage

  • 3-5 Years of experience for mine clearance activities, particularly in Non-technical survey (NTS), or Data collection relevant roles.

  • Explosive Ordnance Disposal (EOD) qualifications is an advantage but not mandatory

  • Valid driving licence is an advantage 

  • Basic computer literacy is an advantage

  • Valid Ethiopian Identity card
