Job Purpose
The Mixed-Methods Field Supervisor oversees an assigned field team responsible for collecting both quantitative and qualitative data within target woredas. The supervisor manages field logistics, ensures quality control of Survey CTO quantitative data submissions, directly conducts high-level qualitative interviews, leads daily thematic debriefs, audits verbatim transcripts, and guarantees strict adherence to ethical standards under challenging field conditions.

Education
Master's Degree (MPH, MSc, or PhD) in Public Health, Epidemiology, Health Monitoring & Evaluation, Health Systems, Medical Sociology, Demography, or related health/social science disciplines.
Experience:
Research Experience: Minimum 5+ years of professional experience in public health research and health system evaluations in Ethiopia.
Supervisory Experience: Minimum 3 years of direct supervisory/team lead experience managing field teams on multi-site, mixed-methods (both quantitative and qualitative) national or subnational health surveys.
Technical Mastery: Advanced proficiency in mobile electronic data collection platforms combined with mastery of qualitative methodologies (KII/FGD facilitation, verbatim transcript audits, thematic synthesis).
Project: Integrated Primary Health Care Service Delivery (IPHCSD) & Strengthening Service Delivery (SSD) Evaluation
Location: Afar, Amahara, Central Ethiopia, Oromia, Sidama, South Ethiopia, South Ethiopia
Reports To: Evaluation Lead / Evaluation Coordinator
Duty Station: Selected Study Woredas across Project Regions (Agrarian & Pastoralist)
Duration: 20–25 Days (including training, team management, field collection, and synthesis)
Duties and Responsibilities
Training & Field Calibration: Co-facilitate training workshop for field data collectors, covering quantitative tools, facility observation checklists, and qualitative probing/moderation techniques.
Field Operations & Logistics: Develop daily field movement plans and coordinate team transport, lodging, and safety across assigned woredas, health centers, and health posts.
Administrative Clearance: Secure administrative entry approvals from Zonal Health Departments, Woreda Health Offices, and Primary Healthcare Unit (PHCU) directors prior to data collection.
Quantitative Data Quality Assurance: Perform daily 100% quality verification of submitted digital forms, checking for completeness, logic checks, and skip-pattern consistency before server upload.
Spot-Checks & Observation: Conduct spot-checks and observe live quantitative interviews and facility infrastructure/drug stockout audits.
High-Level Qualitative KIIs: Directly conduct high-level Key Informant Interviews (KIIs) with Zonal/Woreda Health Office heads, hospital CEOs, and PHCU directors.
Qualitative Oversight: Oversee the execution of FGDs and IDIs with Health Extension Workers (HEWs), Village Health Leaders (VHLs), and community members.
Daily Thematic Debriefs: Lead daily evening team debriefing sessions to summarize emerging qualitative themes, evaluate data saturation, and refine probing strategies.
Transcript Audit & Quality Control: Audit audio recordings, field notes, and preliminary verbatim English transcripts for contextual accuracy and translation fidelity.
Reporting & Synthesis: Compile and submit comprehensive weekly field supervision reports detailing coverage rates, data quality metrics, qualitative synthesis, and logistical resolutions.
Skills & Competencies
Language Skills: Full fluency in written and spoken English and Amharic. Native or working fluency in the local language of the assigned study region (Afan Oromo, Afar, or Somali) is highly required.
Leadership Competencies: Strong leadership, problem-solving, team management, organizational, and strategic communication skills under challenging field conditions.
