Job Summary

The Monitoring, Evaluation and Accountability (MEA) Coordinator reports directly to the M&E Manager and is responsible for coordinating and supporting the implementation of all Monitoring, Evaluation, and Accountability (MEA) activities under the USDOS-funded Complex Emergencies Response Program. The position provides day-to-day technical oversight and coordination of field MEAL activities, ensuring high-quality data collection, analysis, reporting, accountability systems, and compliance with donor and organizational standards. The MEA Coordinator also provides technical supervision, mentoring, and capacity strengthening to M&E Officers and M&E Assistants across project locations to promote standardized MEA systems and continuous quality improvement.

Job Requirements

Education:

  • Bachelor's Degree in Economics, Statistics, or other development-related subject preferred. 

Experience:

  • 4 – 5 years' experience in leading programming, monitoring and evaluation functions in an international NGO or donor organization.

Language 

  • Proficiency in English and Amharic

  • Knowledge of the regional language is required

  • Knowledge of any other national language is a plus

Duties and Responsibilities

  • Collaborate with the M&E Manager and Program Managers to design, implement, and update MEL systems, ensuring programs have clear indicators, realistic monitoring plans, and effective tools for tracking progress.

  • Maintain comprehensive project databases and information systems, supporting accurate data entry, storage, analysis, and reporting across all implementation sites.

  • Lead and support baseline surveys, rapid assessments, end‑line evaluations, post‑distribution monitoring, routine monitoring, and data quality assessments to ensure timely, reliable, and high‑quality data collection and verification.

  • Train, mentor, and provide technical supervision to Program Managers, M&E Officers, and Assistants on MEA concepts, data collection methodologies, reporting standards, safeguarding, and donor‑compliant monitoring practices.

  • Design and revise survey instruments, logical frameworks, indicator tracking tools, data flow charts, and MEA manuals to strengthen standardized data collection and analysis procedures.

  • Analyze project data using appropriate statistical methods and international standards, producing dashboards, analytical summaries, and performance reports that support evidence‑based decision‑making and adaptive management.

  • Coordinate the implementation of the MEA framework in alignment with Samaritan’s Purse policies and USDOS/BPRM requirements, ensuring compliance with reporting schedules, documentation standards, audit readiness, and donor monitoring expectations.

  • Oversee Accountability to Affected Populations (AAP) by managing Feedback and Response Mechanisms, ensuring community feedback is systematically collected, documented, analyzed, addressed, and closed in a confidential and timely manner.

  • Identify gaps in routine health data reporting from Woredas and health centers, supporting surveillance data collection and strengthening reporting pathways.

  • Prepare and quality‑assure monthly, quarterly, semi‑annual, annual, and final donor reports, ensuring accuracy, timeliness, and alignment with approved indicators and program achievements.

  • Promote and uphold Samaritan’s Purse Safeguarding Policy throughout all MEL activities, raising awareness among staff and partners and promptly reporting any safeguarding concerns.

  • Carry out additional tasks and responsibilities with a generous and serving spirit for the benefit of Samaritan’s Purse.

  • High-level expertise in Results-Based management, Logical Framework Analysis, and Result-Based Performance Monitoring and Evaluation.

  • Proficiency in database development/management, SPSS, EPI-Info, Access, Excel, and skills in analyzing, interpreting, and communicating information to various stakeholders.

  • Good knowledge of project cycle management and experience in proposal development and grant management for emergency programming.

  • Demonstrated communication and analytical skills.

  • Flexibility to work both in a team and independently

  • Cultural sensitivity, patience, and flexibility

  • Excellent oral and written communication skills, ability to work well with people, good judgment, and commitment to Samaritan's Purse mission, values, and ethics.

  • Willingness to travel to different locations in Ethiopia

  • Proven track record as a community trainer and capacity builder in M & E using a wide variety of training methods, facilitation and capacity building strategies, and organizational development.
