Help Generation (HG) is a non-profit, women-led local Non-Governmental Organization (NGO) registered with the Ministry of Justice of the Federal Democratic Republic of Ethiopia (Certificate No. 4459). HG maintains a strong regional presence across Tigray, Amhara, Oromia, Southern Ethiopia, Afar, and Addis Ababa. Our core mission focuses on Protection, Education, Livelihood Development, and Humanitarian Emergency Response.
With funding support from UNICEF, HG is currently implementing the Gender-Based Violence (GBV) and Child Protection (CP) Preparedness and Response Plan in conflict- and drought-affected woredas within the northern regions. As we scale up operations in the Afar Region (Berhale, Koneba, and Dallol Woredas), we are seeking 1 dedicated, experienced LAF professional to join our emergency response mission.
Job Purpose & Position Summary
The purpose of the LAF Officer position is to manage Help Generation’s Emergency Response Project human resources, administration, and financial activities in strict alignment with professional accounting principles and HG’s institutional rules and regulations. Operating under the direct supervision of the Regional Project Manager, the incumbent will also coordinate and manage HG’s fleet to ensure cost-effective field operations while providing seamless HR and administrative services to frontline project staff.
Job Requirements
Education: Bachelor’s Degree (BA) in Accounting & Finance, Management, Logistics, Business Administration, or a related field.
Experience: Minimum of 3 years of progressive, relevant experience managing finance, administration, logistics, and HR workflows. Direct NGO experience operating within emergencies or humanitarian projects is highly advantageous.
Duties and Responsibilities
Financial Management
Coordinate with field team members to complete financial requirements for project action plans and prepare timely reports for Government agencies, HG Headquarters, and Donors.
Undertake weekly cash counts, unannounced surprise cash counts, payroll compliance checks, random purchase price verifications, and prepare cash flow projection requests.
Prepare, check, and reconcile monthly field financial reports while ensuring adequate funds/cash are available for planned emergency activities.
Adhere strictly to institutional deadlines for monthly cash books, bank books, and funding requests from the field office.
Ensure full compliance with organizational accounting, documentation, and reporting procedures for all field-level purchases and procurements.
Review daily financial payments in line with organizational policies, authorization matrices, and specific donor budget codes.
Collaborate closely with Headquarters Finance and HR departments to guarantee smooth and seamless program operations.
Review external contractors' work and deliverables before authorizing field payments and prepare monthly active staff rosters.
Transport & Logistics Management
Collect, evaluate, and archive monthly log sheets for organization rented field vehicles.
Ensure absolute adherence to HG’s Transport, Procurement, and Warehouse policies in all field actions.
Organize daily and weekly transport plans in a cost-effective, logistically optimized manner.
Monitor all vehicle movements to guarantee that organizational resources are deployed strictly for HG interests.
Produce comprehensive monthly transport reports covering maintenance costs, fuel consumption, asset utilization, and incidents.
Follow up on accident procedures seamlessly (liaising with insurance providers, police authorities, legal units, and management reporting).
Manage procurement processes to ensure full compliance with HG and donor procurement guidelines.
Maintain complete purchase and tracking files by HG Finance, Procurement, and Store guidelines.
Dynamically update the Supplies Request Tracking Sheet (SRTS) and maintain regular liaison with HQ Logistics.
Produce monthly consolidated stock reports and execute physical inventory counts by HG guidelines.
Update, tag, and track fixed assets in compliance with HG and donor asset management frameworks.
Ensure timely renewals of local agreements (vehicle maintenance, spare parts suppliers, office lease/rent).
Monitor drivers’ logbooks and vehicle charge-out sheets on a weekly basis.
HR & Office Administration
Maintain and update local personnel files in strict compliance with the HG HR Manual.
Manage staff annual leave rosters and process other leave types (sick leave, annual leave, compensatory time, etc.).
Address field staff personal and professional grievances or inquiries are in line with the HG HR Manual.
Prepare monthly HR field reports and up-to-date active staff lists.
Facilitate the timely provision of necessary working materials, tools, and safety equipment for staff.
Screen, log, archive, and route incoming/outgoing program-related correspondence with effective follow-up.
Monitor staff performance and facilitate the Performance Development Review (PDR) process in the sub-office.
Maintain and enforce high health and safety standards across the field workplace while fostering collaborative working relationships.

Technical & Software Skills:
Advanced computer literacy with practical mastery of Microsoft Office Suite (Word, Excel, Access, Publisher, Outlook, PowerPoint).
Strong understanding of internal control structures, inventory management, and asset tagging.
