Comunità Volontari per il Mondo (CVM) is a non-profit making Christian Organization based in Ancona, Italy. It was founded in 1978 by a group of people who had deeply dedicated but also had the concern to help people in their struggle to exist in this world irrespective of who are and where they are from. Comunità Volontari per il Mondo (CVM) has been working in Ethiopia since 1995, focusing its work on water, hygiene, and sanitation, HIV prevention, and control through socio-health interventions, promotion of social policies and human rights, promoting social inclusion and minority rights, support for training and access to education, leather sector, socio-economic and micro-credit development, decent work for Domestic Workers and safe migration. CVM is being implemented diverse projects in different regions of Ethiopia.

2. Function of the Job

The Project technical coordinator will be responsible for the overall coordination, M&E, management and successful implementation of “Training, excellence, and work in the leather sector in Addis Ababa (FELPAA)” project. This will include managing the entire components of the project and required deliverables, ensuring technical, management and operational requirements are met, and managing pertinent government stakeholders, beneficiaries, consortiums and donor compliance requirements.

3. RESPONSIBILITIES

a) Project design, coordination and management 

  •  Coordinate the overall planning, implementation, monitoring and Evaluation of the project.

  • Participating in new projects data collection, concept note and proposal write up process.

  • Facilitate and follow up the training, excellence, and work in the leather sector in Addis Ababa (FELPAA) project agreement with government signatories.

b) Project planning and implementation

  • Review project documents and develop the Detail Implementation Plan (DIP) of the project as per the project document.

  • Lead the establishment of the project beneficiary’s selection committee and coordinate the selection process.

  • Organizes the implementation process of all set targets planned for each activities with respective experts and the project consortia.

  • Ensures that all staff have updated monthly and quarterly implementation plans.

  • Periodically visits field activities and provide formal and informal feedback to the project staff for improved performance.

  • Provide technical input and back up to project team and consortium members for timely implementation as per the project set strategies.

  • Builds the capacity of project staff including consortiums in technical issues pertinent to the sector.

  • Maintains ongoing communication with project stakeholder regarding project progress and challenges.

  • Continuously assesses project’s context, assumptions, and changes in the working environment to ensure that the project focus, strategies and activities remain relevant and to proposed adjustments when needed.

  • In collaboration with the finance section track program spending, analyze deviations and suggest and take corrective action as needed.

c) Project Monitoring, Evaluation, Learning and Reporting:

  • In collaboration with the consortium members, develop project level monitoring and Evaluation framework.

  • Ensures that project has an appropriate log-fame and baseline design and update regularly.

  • Establish and update regularly database of project activities’ achievements.

  • Conduct monitoring of the project activities to feed into the M&E plan.

  • Plans and conducts quarterly and annual project review meeting to assess progress, adjust plans, and draw/disseminate lessons learned with the staff and consortium.

  • Facilitate midterm and terminal evaluation of the project for the project signatories and the donor.

  • Prepare monthly, quarterly, annual comprehensive and high quality project progress reports and submitted to his/her immediate supervisor.

  • Prepare quarter and annual governments reports and submitted to his/her immediate supervisor.

  • Capture the lessons learnt and good practices of the project.

  • Implement other M&E related tasks based on donor requirements.

d) Project Staff Management:

  • Supervises, leads, guides, orients, trains, coaches and supports the project team members.

  • Builds the technical and managerial capacity of the project staff in planning and implementing of the project activities effectively and efficiently.

  • Ensure that all project staff have appropriate individual weekly plans linked to project precedence.

  • Conduct all performance management activities including: performance planning/ToRs, monitoring, and semi-annual performance appraisals.

  • Provides ongoing feedback to project staff, recognizing and praising successes and pointing out failures that needs corrective action.

e) Project Budget, Logistics and procurement Management:

  • In collaboration with finance section prepares annual budget based on project proposal and ensures compliance with donor requirements.

  • Take part the monthly budget expenditure analysis and ensures appropriate utilization of the allocated budget.

  • Ensure timely financial reporting is done and shared with the donor and government signatories.

  • In collaboration with the logistics officer prepare monthly logistic plan and update when needed.

  • Prepare and update the quarter and annual procurement plan.

f) Partnership, Networking and consortium management:

  • Facilitate project related agreements documents including ToRs, MoUs and other partnership agreements.

  • Build strong relationships with the regional and local government authorities and arrange regular progress review and technical working group meetings with consortium members and other actors.

  • Promote and maintain effective partnerships with the FELPAA consortium partners, stakeholders and beneficiaries.

  • Represent FELPAA, building and maintaining relationships and partnerships with relevant sister organizations, government, TVET colleges, MSMES, Banks, national and international development partners, local stakeholders and communities, private sectors-leather industries, and the donor for effective implementation of project.

  • Contribute to public communication while supporting a strong and positive FELPAA as well as CVM visibility.

g) Other job-related duties as assigned.

Job Requirements

  • BA/MA/MSC/MBA in Development Economics, Business Management, Business Administration, Project management, Industrial management, TVET Education Management and Sociology.

  • Five (5) years’ and Seven (7) years’ relevant experience in management roles for MA and BA holders respectively. 

  • Experience of managing teams, strong coordination skills.

  • Strong experience with PCM, ability to meet deadlines.

  • Experience with working with diversified team including expatriates.

  • Competent in using computers, operating excel, Word, outlook, online meeting platforms and other systems.

  • Fluency in English and Amharic languages.

  • Strong organizational and interpersonal skills.

  • Positive and professional attitude, able to organize and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to details.

Preference will be given to candidates with one or more of the following expertise

  • Experience of working in the leather sector

  • experience in working with TVET institutions, MSMES establishment and development.

  • Experience with facilitating micro credit services for MSMES.

  • Have proven experience in Business plan development and job placement in leather industries.

  • Familiar with the situation of migrant returnees and vulnerable girls.

5. Additional Skills and Competencies

  • Detail-oriented and comfortable both building out and enforcing processes and procedures for financial and administrative functions.

  • Great analytical skills in budget development and financial management.

  • Ability to identify discrepancies in administrative functions and problem-solve in a prompt manner.

  • Ability to hold oneself and staff accountable to agree upon processes and procedures.

  • High degree of ability to manage confidential and sensitive matters.
