Better Migration Management III Programme
The BMM III programme is co-financed by the European Union (EU), through the EU Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa (EUTF), and the German Federal Ministry for Economic Cooperation and Development (BMZ) with € 40 million EUR in EU funds and € 5 million EUR in BMZ funds. The objective of the Better Migration Management II program is to improve migration management in the Eastern African region in response to the needs identified by the African countries of the Khartoum Process, and, in particular, to address the trafficking in persons (TiP) and the smuggling of migrants (SoM) within and from the Horn of Africa. The BMM II programme is a regional programme operating in 10 countries of the Khartoum Process (Djibouti, Egypt, Ethiopia, Eritrea, Kenya, South Sudan, Sudan, Somalia, Tunisia, and Uganda) with a strong focus on regional cooperation. BMM III is a continuation of the work of the first two phases that ran from 2016 to 2022; BMM III is active at present and will run until September 30th, 2025. GIZ leads a partnership group consisting of four additional implementing partner organisations: British Council (Great Britain), Civipol (France), International Organisation on Migration (IOM), and UN Office on Drugs and Crime (UNODC). The BMM II programme implementing partners work in the three components of migration governance (C1), effective institutions in migration management (C2), and protection of vulnerable migrants (C3). GIZ directly implements activities in all three components throughout the Horn of Africa region.
More specifically, BMM Component 1 (also called C1) focuses on establishing coherent government coordination mechanisms to manage migration and address Trafficking in Persons (TIP) and Smuggling of Migrants (SoM), and GIZ has a dual role both to coordinate the activities of the implementing partners based on the agreed-upon annual work plan as well as to directly implement certain activities. Under C1, GIZ works with the National Partnership Coalition (NPC). To contribute to the smooth implementation of the Better Migration Management (BMM) II programme in Ethiopia and specifically C1, the Programme Officer will support the conceptualization and implementation as well as the monitoring, evaluation, and reporting of programme activities and provide technical guidance with special focus on strengthening coordination between government institutions responsible for migration management at local, national and regional levels is effective and coherent. The Programme Officer will be responsible for the development of strategic government partnerships and support the coordination of activities implemented. Further, the Programme Officer will support the overall coordination of BMM II in Ethiopia and the liaison between GIZ and government counterparts as well GIZ and implementing partner organisations operating in Ethiopia.

Responsibilities and Duties
Implementation of GIZ BMM activities:
Under the leadership of GIZ BMM ETH-ERI-DJI Regional Coordinator and the technical coordination of GIZ BMM Junior Crisis, Conflict, Disaster Advisor:
Consults and advises the BMM Regional Coordinator on all issues related to C1, C2 and in C3 as needed;
Provide technical guidance on potential topics for training and innovative trainings methods and concepts;
Assist GIZ BMM ETH team in coordinating with BMM National Partners such as the Ministry of Justice and the other partner institutions of the National Partnership Coalition (NPC);
Contribute to preparation and implementation of BMM program activities under C1, C2 and C3 with a focus on the protection strategy, through technical advice and logistical support;
Assist GIZ BMM national and international short-term experts in carrying out their work and assignment;
Support the formulation of BMM Ethiopia Annual Work Plan (AWP) and act as GIZ BMM ETH Monitoring and Evaluation (M&E) Focal Person;
Assist in (jointly with the partner institutions as applicable) planning/organizing and implementing training events, workshops, forums, team meetings and other BMM Ethiopia activities;
Support in writing reports and drafting Terms of Reference (ToRs);
Conduct research and writing in the fields of migration law and policy and assist with the research and editing of reports, briefings, and other documents.
Support the team in knowledge management and information exchange;
Support the programme’s efforts to enhance digitalisation and use of digitalised tools with and for partner institutions;
Communication and networking
Develop and maintain contact with all important BMM stakeholders;
Convene Monthly Coordination Meetings (MCM) and take the minutes;
Ensure knowledge management on BMM III related activities, including, without limitation, collecting, processing and distributing relevant information; monitoring communication and interaction between government institutions, NGOs, and civil society through analyses of the media and/or direct dialogue; participating in meetings and seminars;
Serve as communication focal person and liaise with GIZ ETH-DJI Communication officer as well as with GIZ BMM main Communication Officer;
Assist in managing short term consultants hired by GIZ BMM for communication/visibility purposes;
Develop communication material and success stories in coordination with the BMM communication main officer;
Perform other duties and tasks at the request of management.
Required qualifications, competencies, and experience
University degree in law or any other social science field;
At least one (1) year of professional experience in working in projects related to migration and/or displacement;
Previous experience in development work and migration issues;
Knowledge of and experience with BMM programming would be a significant advantage;
Familiarity with the migration context in Ethiopia as well as legal frameworks and relevant law enforcement institutions working on TIP and SOM in Ethiopia, government structures, and legal institutes.
Demonstrated interest in migration, protection, refugee and/or anti-trafficking issues;
Experience in liaising with government partners;
Experience in conceptualizing and organising events, trainings, and workshops;
Excellent communication and report writing skills;
Good working knowledge of ITC technologies and computer applications (e.g. MS Office);
Business fluency in written and spoken English and Amharic required; and
Willingness to travel and conduct field duty trips.
