Purpose:

The IWRM Specialist will be involved in technically supporting a multi-disciplinary team and stakeholders in NIWRMP to devise and implement integrated, efficient, equitable and sustainable solutions to water resources management challenges in Ethiopia.

Main Duties and Responsibilities:

a.     Program support

·    Technically support NIWRMP Coordinator and the PCU multidisciplinary team in designing and implementing project activities on the basis of sound IWRM principles towards integrated water resources management.

·    Support the revision of the NIWRMP document and ensure its alignment with the recently revised water policy, and other national plans and priorities.

·    Analyze the legal, institutional and regulatory frameworks for IWRM at the national and basin levels and propose improvements to ensure adequate quality and availability of water resources to support national development goals.

·    Support the development of an IWRM plan for use and protection of water resources at basin and sub basin levels.

·    Technically support the development and prioritization of basin-level IWRM interventions and conduct pre-feasibility studies/appraisal of projects to be financed by NIWRMP.

·    Provide technical and strategic support to basin institutions involved in NIWRMP in development of measures to improve water use efficiency in water supply, irrigation, industry and other water uses.

·    Provide guidance in the development and improvement of the information system management (database and GIS development) at the national and basin levels.

·    Assist in capacity assessment and identification of the needs of key federal and basin institutions involved in the implementation of the NIWRMP for further capacity strengthening.

·    Conduct Water Resources Management stakeholders mapping.

·    Lead a technical IWRM team composed of key federal institutions.

·    Assist in preparation of analytical reports of NIWRMP.

b.     Program management system set up

·    Support the development, endorsement, and utilization of the Program Operational Manual (POM), Program Implementation Framework (PIF), and other program management tools.

·    Support the preparation of guidelines for NIWRMP supported projects appraisal, monitoring, and evaluation.  

c.     Monitoring, Evaluation, Learning and Reporting

·    Monitor and evaluate the projects financed by NIWRMP.

·    Support the organization of annual joint technical review missions for key program stakeholders with the aim of reviewing the program and promoting learning.

·    Document and disseminate the key IWRM lessons learned from the NIWRMP.

·    Produce quarterly and annual reports in line with Strategic Results Framework and KPIs in the NIWRMP. 

·    Actively engage and support the annual Multi-Stakeholders Forum and ensure the lessons learned from NIWRMP are widely shared in the sector. 

·   Work closely with NIWRMP Coordinator in provision and dissemination of relevant information regarding the program.

d.     Other responsibilities

·    Perform additional tasks as assigned by NIWRMP Coordinator.

Job Requirements

Qualifications:

1.1.  Education

A Master´s degree in Integrated Water Resources Management, Environmental Management, Natural Resource Management, Environmental Economics, Environmental Engineering or any other related field. 

1.2.  Required experience and competencies

·    At least 10 years’ relevant experience in water resources management.

·    Proven experience in development of IWRM plans and support to IWRM program implementation.

·    Strong abilities in adapting IWRM principles to applied situations.

·    Deep knowledge of the Ethiopian Water Sector and the main water resources management issues.

·    Track record of partnership building among government, development partners, CSOs and the private sector.

·    Highly self-motivated, and self-directed with critical thinking skills.

·    Excellent organizational and analytical skills.

·    Result-orientation.

·    Ability to work under pressure with several tasks and various deadlines.

·    Excellent interpersonal skills, diplomatic client-orientation, and ability to work in a team.

·    Demonstrated strong Amharic and English written and oral communication skills. Additional national or international language skill is a plus.

Duration and type of contract: 

The duration of the assignment is one year contract with possible extension.

Duty station and reporting:

The IWRM Specialist will be based at the MoWE and report to the NIWRMP Coordinator.  He/She will support NIWRMP governing body and the implementing partners in technical matters.
