The mission of the HALO Trust is: “To lead the effort to save lives and restore livelihoods for those affected by conflict”. HALO clears landmines, disposes of explosive ordnance including IEDs, and is involved in weapon control.

HALO registered in Ethiopia in April 2021 and is now actively looking to expand mine action operations in Afar Region.

Role Summary

The Human Resources Associate is responsible for overseeing the staff contract, attendance, and human resources-related issues efficiently. [CR1] [ZK2] Working closely with the Programme Coordinator and Senior Managers, you will support multiple recruitment processes, maintain accurate personnel records, ensure compliance with Ethiopian labour law, support staff welfare and embed HALO’s HR policies consistently across the programme. 

This position requires high integrity, attention to detail, and the ability to work independently while supporting HR processes and administrative systems in alignment with HALO’s standards.

Key Duties & Responsibilities 

HR Administration and Record Management 

  • Maintain accurate and confidential personnel files for all staff, including contracts, leave, sick notes, appraisals, and disciplinary documentation. 

  • Update and maintain HR trackers, ensuring all staff leave, unpaid leave, marriage and compassionate leave, and overtime are logged and approved in line with HALO policy. 

  • Ensure all HR documentation complies with HALO’s filing systems and is accessible for audit and review.

Field and Welfare Support 

  • Conduct regular welfare visits to field locations to meet staff, assess welfare conditions, and report back on any HR or safeguarding concerns. 

  • Provide HR support to operational supervisors in the field, helping staff understand HR policies and procedures, including leave, attendance, and overtime regulations. 

  • Follow up with staff on sick leave, ensuring that valid medical documentation is obtained and recorded. 

  • Assist with conducting or supporting HR investigations, including fact-finding and report writing under the direction of the Senior management. 

Appraisals and Performance Management 

  • Support the coordination and collection of annual appraisals across departments. 

  • Follow up with supervisors to ensure appraisals are completed and submitted on time. 

Recruitment and Onboarding 

  • Assist in recruitment processes, including posting internal adverts, preparing interview documents, scheduling interviews, and supporting onboarding and induction processes. 

  • Prepare HR documents for new staff, including contracts, induction materials, and personnel files. 

  • Support with reference checks and the collection of required documentation for new hires. Maintain an appraisal tracker and support the Programme Coordinator in identifying training and development needs from appraisal outcomes. 

Training and Capacity Building 

  • Deliver HR and safeguarding inductions for new staff and refresher sessions as needed. 

  • Support in organising and delivering training on HALO’s policies, including disciplinary procedures, code of conduct, and staff welfare. 

  • Maintain training attendance records and ensure all safeguarding and HR training sessions are logged. 

  • Ensure familiarity with the Ethiopia Labour Law, HALO Labour Agreement, and HALO Handbook, providing accurate guidance to staff when required. 

Administrative Support 

  • Support with office administrative tasks, including visa, work permit, and travel document processing. 

  • Liaise with Logistics, Procurement, and Finance teams to ensure HR administrative activities align with operational needs. 

  • Ensure HR supplies (stationery, forms, etc.) are stocked and available. 

  • Prepare HR correspondence and notices as directed by management. 

Compliance and Policy Implementation 

  • Ensure all HR procedures and practices are implemented in compliance with HALO’s policies, the Labour Law, and internal SOPs. 

  • Monitor staff attendance and punctuality in coordination with supervisors and ensure daily records are accurate. 

  • Communicate key HR policies to staff, including overtime, attendance, and leave rules, to ensure consistent understanding across the programme. 

  • Escalate breaches of policy or behaviour to the Programme Coordinator promptly and discreetly

Health, Safety, and Safeguarding 

  • Ensure all HR practices promote a safe, inclusive, and respectful workplace. 

  • Act as a first point of contact for minor safeguarding concerns and report these immediately to the Senior management. 

  • Support follow-up on any safeguarding or grievance cases, ensuring confidentiality and appropriate documentation. 

  • Promote HALO’s zero-tolerance policy on harassment, discrimination, and abuse. 

Supervision of Support Staff 

  • Supervise cleaners and drivers  ensuring they perform their duties effectively and maintain discipline and attendance. 

  • Conduct weekly supervision meetings with support staff to address challenges and improve performance. 

Additional Duties:

  • Perform other responsibilities related to Human Resource management as required by senior management to ensure the smooth and efficient running of HALO’s operations in Ethiopia.

Requirements

  • Minimum Bachelor’s degree in human resources and business administration, 

  • Minimum of four years of HR or administrative experience, preferably in an NGO or international organisation. 

  • Strong understanding of HR processes including recruitment, record management, and leave tracking. 

  • Excellent organisational and time management skills. 

  • Fluent in Amharic and good written and spoken English. 

  • High attention to detail, accuracy, and confidentiality. 

  • Ability to work independently and travel to field locations. 

  • Knowledge of the Ethiopia Labour Law or willingness to be trained. 

  • Experience conducting or supporting HR investigations. 

  • Prior experience delivering basic training sessions or inductions. 

  • Good knowledge of safeguarding principles and implementation.
