Duties and Responsibilities:
Responsible for each and every employee’s issues, grievances, complaint sure or unsure HR should do all information’s, backgrounds, the causes and come up with the best solution college legislations bases. All man power shortages and minimizing of an employee’s college income, capacity and budget timeline to the ground of rules.
In close coordination with the board chairman/owner, president and all subordinating staffs’ directors, support the HR operational needs based as the (HR mentoring tool) of the college and to facilitate man powers, all the college’s materials/assets and others sisters companies’.
Ensure vacancies from departments heads, hiring, register in main personal file (HR Database) and contract is issued; by giving a copies to employees, department head, and to finance office for the system generate in to the payroll for the salary process.
Carry out amendments and contract termination formalities for employees at CO level a have it in employees personal files, according to labour local laws, archiving and updating individual employee files; informing them on their rights and preparing all mandatory tax declarations in order to ensure legal compliance.
Then after; give an induction, introduction and awareness about the organization working lifestyle, rules and regulation working policies his/her job descriptions bases.
Assist the chairman of the board, president, finance head, and/or Department Heads and supervisors to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the CO activities based on the holiday plan make sure holidays are registered in softcopies and cross check with hardcopies.
Supervise/perform payroll procedures, ensuring that all data related to monthly salary calculation of national employees of the college and sisters companies are correctly entered in Homere (days off, unpaid leaves, sick leaves, maternity leave, marriage leave, leave without payments/deductions, per time, salary advance,…. etc.), in order to ensure on time and accurate salary payments.
Under supervision of the college president together with Head Office’s top management, ensure indexation process of all college permanent/contract staff salary grids in order to ensure internal equity, cost-of-living adjustments and the correct application of employment conditions in the college’s and its’ campuses/ sites.
Support, in close coordination with the HR Coordinator/Personnel i.e. Deans and Directors in collaborating with their direct & immediate supervisor/college Dean in the main campus, in the line managers in connection to the branches/sites’ acting HR personnel on the training need, request and final training delivery training needs, in properly evaluating people performance appraisal college schedule bases, and in potential identification, in order to improve people capabilities, and their end results contribution to mission, vision, aim & objectives goals of the college likewise.
Plan and supervise, in close coordination with the actives administration clerks follow up all the staffs’ attendance regularly, and make sure before it submitted to the finance office for the payroll process, also associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required. HR is highly responsible for an employee’ files are all fulfilled and attached in his/her personal file at HR office record so that it can be easily founded whenever it is needed.
Together with the top management at Head Office i.e. president, chairman of the board, support the line managers in implementing the internal communication policies in order to boost staff active participation and MSF commitment.
In close collaboration with the head office mgt, deans and directors apply the administrative procedures part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health, planning, finance and economic corporation office, Income and Revenue office, City Administration, contract agreement with any other stockholders and organization…. etc and MSF.)
HR is responsible to follow-up the agreement of the health centers/stations and hospitals for the health student in their apparent ship/filed practice i.e. TTP, CPTP and others in collaborating with the Department heads, TVET Directors at head offices as well as coordinators in the sites, ensuring that all the hospitals concerned personnel and college finance head are jointly working on what is going on in order to financial payment.
In close collaboration with the owners, president of the college, leaders and HRCo, looks for the best options to avoid and/or solve possible labour conflicts/conflict resolutions in the CO, as well as working politics that perhaps happen in working environments.
Ensures all staff in the CO (National, International, Regional, visits, etc.) is properly briefed and/or inducted.
Ensures all HR reporting of the CO related to head office and AC management meeting.
Follow up all the employees i.e. contract, permanent, per time, daily workers under their immediate supervisors are properly working and performing their duties, HR should have active and alertly an information in all aspects in order to give a genuine judgments in accordance, HR need to very careful and double check not to do pitfall and prejudices upon employees of the college by mistakes.
Technical referent in the mission, vision aim and objectives of college for high opportunity for executive requirements HR Database highly trustworthy recommendation bases.
Ensures proper parametiazation, use of the system and quality of the data throughout the academic documents, experiences and others testimonies bases.
Ensures the monthly reporting in the area of his/her job description to HQ and liaises with immediate boss technician in case of problems.
Taking a notice and follow up the head office mgt meeting in the case of the absence of Public Relation and Liaison Director at head office
Schedule, organize & participate in recruitment and selection process (i.e. obtaining approval, posting vacancies, screening, interviewing, and correspondence including maintaining a pool of potential candidates) with the relevant heads of departments.
Do induction for newly hired employees.
Control and follow up the MSF ID number of all the college staff, create and maintain the list of ID for the college’s workers as well as sisters’ companies i.e. dairy farm, machines, trucks, constriction, ….etc in communicate with the college top leaders/mgt the ID to use for each new staff. Follow up college and provide ID number.
Inform hired newly staffs all the requirements and letting them to open the Awash Bank account for the salary payments.
Support the college’ and sisters’ companies head and HR Officer at sites in payroll administration and responsible of deduction and increment in accordance.
Responsible for the verification of the mission payroll as well final responsible of the maintenance of information in the college as a whole. Track all college and sisters’ company’s related challenges, proposed solutions and lesson learned every month.
In collaboration with the deans and directors as well as all department heads, assess need, design (on the job and off the job training) related to staffs and all teachers from all concerned sectors i.e. Ministry of Health, HERQA/FDRE Education and Training Authority, Ministry of Labour and Skills, EPHEVETIA, and others stakeholders.
Provide training and induction for new HRs, and refreshment training for existing HRs.
Final responsible for the staff EOC payments and related clearance and documents (final payments,). Communicate with college’s branches’/sites’ deans and directors, HRs for proper procedure of it.
Guide and Advice College’s subordinating HR Officers on their sites’ employees’ administration of attendance and payroll
Upon approval from your coordinators, deans’ directors, export / import employee file, import parameters such a salary grid and function grid …………..etc.
When accepted, transfer the report to the finance assistant (who will be responsible of the payment).
Follow up and prepare a payroll when requested export of the month payroll with relevant information according to college Chairman of the board and college president to instructions send to the HR as well as finance Deputy Head other payroll reports of the college’s and its’ siters’ companies to the HRCo for approval.
At month end (when payroll is approved), Close the month, print all reports (printings) requested by the college: list of contract ending the next month, list of leaves, list of probation period, and all deductions ……etc, make sure before submitting revenue office double check it with college president and finance deputy head.
Maintain updated version of all (coordination and college legislation bases) together with the /HRCo.
Monthly sending of the report and receiving a report of the security guard from the agency and other stakeholders.
Make sure all the working environments are safe and secure in collaboration with city administration concerned sectors of woreda’s/sub – city police commission by making all necessarily agreement and requirements.
Analyze all reports sent by the college and provide feedback.
Support college’s site’s HR in identifying common mistakes and made every month while doing payroll in help them in setting improvement plan and track changes for future improvement and report errors to the PAM- Privileged Access Management and share with the for future correction.
Support the college Fin/HR manager to Manage & ensure HR records & files are updated in a timely & accurate manner, safeguarding confidential information & with compliance to the labor law. These should include contracts, CV, diplomas, job descriptions, probation period completion, evaluations, disciplinary actions, leave follow-up….etc
Support the college HR managers in proper tracking of annual performance evaluations appraisal, probation/warning evaluations and remind the relevant managers to start working on proper evaluation.
Emergency response to every college sites’/branches as well as sister’s companies issues
PVC College HRH is responsible for the employees’ issue of IDLE/Institute of Distance Learning Education.
Act as field HR Manager in a situation of new college sites’ until recruitment completed.
Replace college HR managers on their absence (gap filling) and in charge of College HR management.
For the college employees file management, the HRM is responsible for: together with the HR Assistant, make sure the employee file a signed copy of each HR document.
Liaise with the college during the sending of HR document: reception of inventory from HR Administrator and follow-up.
Crosscheck inventory with information contained in the reports send by the college and other stakeholders.
Perform regular Auditing on employee file, produce Audit report, followup and advice on improvement with the respective college top management team and Coordination file.
Make sure every employees of the college and its branches’/sites’ have got JD/job descriptions/JD according to their position & duty.

Qualification:
Masters in Human resource Management, Management, Business Administration Management, Sales and Marketing Management, Purchase and procurement, Economics, and related filed.
Relevant Experience:
At least 5 Years and above in similar position/ work experience in a Higher Educational Institution, college/university, large organization, complex organization with many departments/sectors, companies…..etc.
In addition, the HRM should have proven experience including supervisory responsibility required for the position.
