Job Summary:
The Head of Procurement, Logistics and Property Administration provides strategic leadership and end-to-end operational oversight for Kavod Real Estate PLC's Procurement, Logistics and Property Administration function. The role is accountable for the effective planning, sourcing, and delivery of all construction materials, capital assets, and operational goods required to sustain the Company's "Sell While Building" development model, ensuring uninterrupted construction progress, project schedule adherence, and healthy cash flow.
The position directs the Company's Annual Procurement Plan, procurement governance framework, and Delegation of Authority, overseeing the full procurement lifecycle from strategic sourcing and tendering through contract administration and supplier performance management. It also holds strategic oversight of logistics, fleet, facilities, general services, and property administration including fixed asset lifecycle management, multi-site inventory control, and internal controls through direct leadership of the Procurement Manager and the Logistics & Property Administration Manager.
The role works closely with Engineering, Finance, Human Capital, Internal Audit, project teams, and executive management to safeguard organizational assets, manage procurement risk, achieve value for money, and ensure that procurement and property administration function as strategic enablers of the Company's project delivery, financial sustainability, and long-term growth.
Key Responsibilities:
A. Strategic Leadership & Departmental Governance
Provide strategic leadership and overall direction for the Procurement, Logistics and Property Administration Department, encompassing procurement, logistics, fleet, facilities, general services, and property administration functions.
Define and periodically review departmental strategy, organizational structure, and resourcing in line with the Company's growth, project pipeline, and evolving operational requirements.
Ensure departmental strategy and operations remain fully aligned with the Company's overall business strategy, approved annual budget, and project implementation schedules.
Champion procurement as a strategic business driver that safeguards the Company's "Sell While Building" model by ensuring uninterrupted availability of construction materials and resources.
Establish, implement, and periodically review the Company's Procurement Policy and Procedures Manual, departmental policies, standard operating procedures, and internal controls.
Serve as the principal advisor to executive management on procurement, logistics, and property administration matters, and represent the department on relevant management and procurement committees.
B. Procurement Planning & Strategy
Lead the preparation, consolidation, and periodic review of the Company's Annual Procurement Plan, integrating operational and capital procurement requirements across all projects and departments.
Ensure procurement plans are aligned with approved budgets, project implementation schedules, and cash flow forecasts.
Direct the development of category strategies for construction materials (earthwork materials, ready-mix concrete, reinforcement steel, formwork, and MEP materials) and for capital and corporate procurement (office furniture, IT equipment, and office machinery).
Approve appropriate procurement methods — competitive tender, restricted bidding, framework agreements, and Requests for Quotation — based on the value, complexity, and market characteristics of each requirement.
Monitor market trends, price movements, and supply conditions for critical construction materials to inform sourcing strategy and mitigate cost escalation risk.
C. Sourcing, Tendering & Contract Management
Oversee the end-to-end procurement lifecycle, from requisition and solicitation through evaluation, negotiation, contract award, and contract close-out.
Ensure procurement processes are conducted competitively, transparently, and in strict compliance with the Company's Procurement Manual, Delegation of Authority, and applicable Ethiopian laws and regulations.
Review and approve high-value and high-risk procurement transactions within delegated authority, escalating matters that exceed authority to the Procurement Committee or executive management.
Ensure robust contract administration, including monitoring of contractor and supplier performance, management of contract variations, verification of deliverables, and enforcement of contractual obligations.
Ensure timely, complete, and accurate documentation of all procurement records to support transparency, auditability, and compliance.
D. Supplier & Vendor Relationship Management
Oversee the Company's supplier registration, prequalification, and vendor database to maintain a pool of technically and financially capable suppliers across all procurement categories.
Build and maintain strategic relationships with key suppliers and contractors to secure favorable terms, reliable delivery, and continuity of supply.
Establish and monitor supplier performance evaluation systems, including performance scorecards and periodic review meetings.
Lead the resolution of significant supplier disputes, non-performance issues, and contractual breaches.
E. Logistics & Property Administration Oversight
Provide strategic direction and oversight to the Logistics & Property Administration Manager on property administration, fixed asset management, inventory control, fleet, facilities, and general services across the Head Office and all project sites.
Ensure the effective governance, administration, control, utilization, and protection of the Company's physical assets, inventories, and fleet resources.
Ensure robust systems are maintained for asset registration, tagging, physical verification, and reconciliation with Finance's accounting records.
Ensure that offices, facilities, and project sales centers remain safe, functional, and operationally ready to support uninterrupted business continuity.
Oversee multi-site inventory and store operations, ensuring adequate stock availability while minimizing excess inventory holding and stock shortages.
F. Budget & Financial Management
Develop, propose, and manage the annual operational and capital procurement budgets in coordination with Finance and Engineering.
Monitor procurement expenditure against the approved budget, identify variances, and implement timely corrective actions.
Ensure procurement schedules are synchronized with cash flow availability and funding release schedules to avoid disruption to project execution.
Drive cost optimization and value-for-money initiatives across all procurement categories.
G. Risk Management & Compliance
Lead the identification, assessment, and mitigation of procurement, logistics, and property administration risks, including price volatility, supply chain disruption, supplier non-performance, and budget constraints.
Ensure the department's risk management framework and mitigation strategies are implemented, monitored, and regularly reviewed.
Ensure full compliance with the Company's governance framework, internal controls, statutory and regulatory requirements, and audit recommendations.
Maintain appropriate segregation of duties throughout procurement, logistics, and property administration processes to minimize the risk of fraud, error, or conflict of interest.
Coordinate with Internal Audit and External Auditors on audits relating to procurement and property administration, and ensure timely implementation of audit recommendations.
H. Stakeholder & Cross-Functional Coordination
Foster close collaboration among Procurement, Engineering, Finance, Property Administration, Human Capital, and User Departments to ensure coordinated and timely delivery of procurement requirements.
Liaise with project management and engineering teams to align procurement schedules with construction milestones for the Company's flagship developments, including Kavod Mall, Tibeb Mall, Car Mall, and future projects.
Represent the Company in supplier negotiations, contract discussions, and relevant industry engagements as required.
I. Reporting & Performance Management
Prepare and present periodic (monthly, quarterly, and annual) procurement, logistics, and property administration performance reports to executive management.
Develop, track, and report on key performance indicators (KPIs) for the department and its functions.
Provide accurate and timely procurement and asset information to support financial reporting, budgeting, and statutory audits.
Maintain and continuously improve procurement dashboards, management information systems, and digital records.
J. People Leadership & Team Development
Provide leadership, mentoring, coaching, and performance management to the Procurement Manager, the Logistics & Property Administration Manager, and the wider departmental team.
Build departmental capacity through structured training, coaching, and professional development.
Foster a culture of accountability, integrity, collaboration, and continuous improvement across the department.
Plan departmental staffing, workforce capability, and succession to support organizational growth.
K. Continuous Improvement & Innovation
Drive continuous improvement of procurement, logistics, and property administration processes, systems, and tools, including digitization and automation initiatives.
Benchmark departmental practices against industry standards and construction-sector best practices.
Lead the periodic review and update of the Procurement Policy and Procedures Manual and related departmental policies and standard operating procedures..
Job Requirements
Education
Bachelor of Science (BSc) Degree in Civil Engineering from a recognized university (required).
A Master's Degree in Construction Management, Supply Chain Management, Business Administration (MBA), Project Management, or a related discipline is an added advantage.
Professional certifications in Procurement, Supply Chain Management (e.g., CIPS, CIPS Diploma, or CSCP), Project Management (e.g., PMP), or Construction/Contract Management are considered an added advantage.
Experience
Minimum of seven (7) years of progressively responsible experience in Procurement, Supply Chain Management, Logistics, or Property Administration, with substantial experience in the construction or real estate development sector.
At least three (3) years of experience in a managerial or senior leadership position overseeing procurement, supply chain, or logistics functions.
Demonstrated experience managing large-scale procurement of construction materials — including earthwork materials, ready-mix concrete, reinforcement steel, formwork, and MEP materials — within a real estate development or construction environment.
Proven experience in procurement governance, contract administration, supplier and vendor management, and procurement risk management.
Experience working across multiple project sites and coordinating with multidisciplinary teams, including Engineering, Finance, and Project Management, is highly desirable.
Sound understanding of Ethiopian procurement-related laws, regulations, and construction industry practices.
Working Conditions
Office-based in Addis Ababa, with regular travel to project and construction sites for procurement coordination, supplier engagement, and property/asset verification. Occasional work beyond normal business hours may be required to meet project, audit, or procurement deadlines.
