GIS and M&E Project Officer

Reporting to the project area coordinator and will be responsible for the planning, executing jobs of the project to be implemented in the two Woredas in East Bale Zone stationing at Ginir town and ensure that the project is completed in a timely fashion, within budget and in line with commitment in the donor contract. 

Specific responsibilities include, but are not limited to:

  • Responsible to apply layered data integration through GIS and undertake MEAL activities.

  • Undertake digitization, geo-location, and consolidation of maps using a GIS enabled management information system, Once the participatory process in communities is complete.

  • Make sure   SAPARM traditional grazing maps and watershed area maps are combined with secondary information sources such as livelihood integration unit data, data on rainfall, market conditions, future climate change predictions or past shocks, so that an evidenced base is generated on trends that undermine resiliency

  • Ensure the integration and use of layered data improving the local government’s disaster risk preparedness and mitigation strategies and preparation of community based contingency plans

  • Provide direct supervision with regular up-dates on Project activities and results, including regular written reports on a monthly/quarterly basis as required.

  • Promote a culture of respect, transparency, and accountability in the due course of project activity implementation and identify best practices of the project for documentation and dissemination and replication by others.

  • Responsible for GIS and scout afriscout with kone kore technology developed with Comcare mobile usage

  • Ensure accurate and timely reporting requirements are met (as per the established format) and d by systematic coordination of appropriate responses on Disaster Risk management with other relevant sectors, especially DRM offices

  • Undertake other relevant tasks as directed by the supervisor and assist with other duties in support of the Program/ project

Child Safeguarding:

  • Responsible to take part in awareness raising sessions and capacity building trainings in relation to Child Safeguarding to prevent and protect children and young people from all forms of abuse, abandonment, exploitation, violence and discrimination

  • Support children and young people to make them understand the CS risks and protection mechanisms 

  • Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the CS team at program level and/or to the respective line manager   

Job Requirements

 Education/ Qualification

  • Msc/Bsc Degree in Disaster risk management, GIS Management System and related disciplines, with a minimum of 2 years for MSc and 4 years for BSc

Essential knowledge and Experience

  • With minimum of 2 years proven experience working in Disaster risk management programs.

  • Extensive work experience relevant resource management in both development and emergencies may be considered as a replacement for formal qualifications for an advanced level;

  • Familiarity and experience working with government counterparts.

  • Knowledge and experience in establishing child protection coordination architecture especially at woreda levels will be an asset.

  • Excellent command of local (Afaan Oromo) languages and good communication skills, including both written and verbal.

  • Strong ability to communicate concisely and with impact in English.

  • Willingness and commitment to deployment in remote areas
