Job Purpose

The Senior Finance Officer is responsible for planning, organizing and controlling the Association's financial resources to ensure effective financial management, compliance with statutory and donor requirements, sound internal controls, and timely financial reporting that supports strategic decision-making and organizational sustainability.

Duties and Responsibilities

Financial Planning and Budgeting

  • Lead preparation of annual organizational and project budgets.

  • Prepare financial forecasts.

  • Monitor budget implementation.

  • Conduct budget variance analysis.

  • Provide budget recommendations to management.

Accounting and Financial Reporting

  • Ensure proper maintenance of accounting records.

  • Review journal entries and reconciliations.

  • Prepare monthly, quarterly and annual financial statements.

  • Ensure compliance with accounting standards.

  • Maintain the general ledger.

Grant and Project Finance Management

  • Monitor project budgets.

  • Prepare donor financial reports.

  • Ensure expenditures comply with donor agreements.

  • Support project managers on financial matters.

  • Monitor cost recoveries and indirect costs.

Treasury and Cash Management

  • Manage cash flow.

  • Review bank reconciliations.

  • Monitor receivables and payables.

  • Manage investments and short-term cash planning.

  • Ensure adequate liquidity.

Internal Controls and Compliance

  • Strengthen financial control systems.

  • Ensure compliance with financial policies.

  • Monitor financial risks.

  • Maintain asset registers.

  • Ensure segregation of duties.

Tax and Regulatory Compliance

  • Ensure timely payment of taxes.

  • Prepare statutory reports.

  • Ensure pension compliance.

  • Liaise with regulatory authorities.

Audit Coordination

  • Coordinate annual external audits.

  • Prepare audit schedules.

  • Respond to audit queries.

  • Follow up implementation of audit recommendations.

Procurement and Contract Finance

  • Review procurement financial documentation.

  • Verify payment requests.

  • Support contract administration.

  • Participate in procurement committees when required.

Staff Supervision

  • Supervise finance staff.

  • Provide coaching and mentoring.

  • Evaluate staff performance.

  • Build capacity of finance personnel.

Management Support

  • Provide financial advice to management.

  • Prepare financial analyses.

  • Support Board Finance Committee meetings.

  • Recommend improvements to financial systems and policies.

Job Requirements

Education

  • Master's or Bachelor's Degree in Accounting, Accounting and Finance, Finance, Business Administration (Finance), or related field.

Experience

  • Master's Degree with 6 years or Bachelor's Degree with 8 years of progressively responsible experience.

  • Experience managing donor-funded projects.

  • Experience in NGOs, associations, chambers of commerce, export promotion organizations or development projects is preferred.
