The FINISH Mondial (FM) program works to improve safe sanitation through the Diamond Model and Public-Private Partnerships (PPPs). It aims to make safe sanitation and improved health a reality for all by 2030, in line with Sustainable Development Goal 6.

The FINISH Mondial Ethiopia country-level governance structure is based on the guiding principles of the FINISH Mondial Foundation, ensuring the values of Ubuntu, quality, integrity, transparency, and sustainability. Moreover, it is designed to enhance the coherence of country-level project implementation with the global FINISH Mondial goal.

Under the standing direction of the FINISH Mondial Country Coordinator (FM CC), the Finance & Administration Officer (FAO) is responsible for managing the organization’s financial and administrative functions and strengthening internal control systems. The role ensures proper financial management, documentation, compliance with applicable accounting standards, and efficient office administration. The officer will also support the organization in addressing audit findings and improving financial and administrative systems.

Job Requirements

Education:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or with related field of study.

Experience:

  • Minimum 2–3 years of relevant experience, preferably with NGOs or development organizations.

  • Experience in financial documentation, asset management, and administrative systems.

  • Experience working in NGO/start up

Job Summary

Duties and Responsibilities

Financial Management and Accounting

  • Maintain accurate financial records and accounting documentation in line with organizational policies and International Public Sector Accounting Standards (IPSAS).

  • Prepare and maintain budget versus actual expenditure reports on a regular basis and report variances to management.

  • Process payments and prepare payment vouchers with all required supporting documents.

  • Ensure all used payment documents are stamped “PAID” to prevent duplication or reuse.

  • Manage petty cash, bank transactions, and reconciliations.

  • Support preparation of financial reports, budgets, and financial statements.

  • Ensure financial documents are properly filed according to the nature and category of each document.

  • Assist in preparation for internal and external audits and follow up on audit recommendations.

Procurement and Inventory Management

  • Ensure Goods Received Notes (GRN) are properly prepared for all purchased items received.

  • Maintain procurement documentation and ensure compliance with procurement procedures.

  • Maintain and regularly update a Fixed Asset Register including tagging and tracking of organizational assets.

  • Conduct periodic asset and inventory verification.

Human Resource Administrative Management

  • Maintain all required personal file of employees’ compliance to the country law requirements.

  • Report to all concerned Government bodies all required staff employment and termination and other related requirements.

  • Manage day-to-day office administration and ensure efficient office operations.

  • Maintain a proper document filing system for financial, administrative, and program records.

  • Coordinate office logistics including meetings, workshops, and procurement of office supplies.

  • Ensure administrative documents are organized and filed appropriately.

Policy and Compliance Support

  • Support development and implementation of internal policies such as:

  • Per diem and travel advance policy

  • Financial management procedures

  • Administrative and asset management guidelines

  • Ensure compliance with organizational policies, donor requirements, and regulatory standards.

Reporting & Coordination

  • Provide regular financial and administrative reports to the Country Coordinator.

  • Monitor compliance with internal controls and recommend improvements.

  • Support management in implementing corrective actions for audit findings; and

  • Performs other related duties as required.

Skills & Competencies

  • Knowledge of accounting standards, financial reporting, and internal control systems.

  • Strong organizational and record-keeping skills.

  • Proficiency in Microsoft Office (especially Excel) and accounting software.

  • High integrity, attention to detail, and ability to maintain confidentiality

  • Knowledge of donor compliance and reporting requirements
