Job Summary
The Woreda Environmental & Social Safeguard Specialist for phase I will be responsible for the provision of technical support to BRWDLP Phase I at woreda levels. The Environmental & and ensuring: Social Safeguard Specialist at the Woreda level will be fully engaged in advising on, facilitating and ensuring
Compliance of phase I to the required national and AfDB environmental policies through sound management of project Environmental and Social Risks and Impacts,
Effective implementation of the Project Environmental and Social Impact Assessment/ Environmental and Social Management Plan, Environmental and Social Management Framework (ESMF)
Implementation of site-specific environmental and social management plans, which are deemed necessary, during the implementation of the project
Monitoring and following up on the implementation of project environmental and social safeguards instruments and reporting of the monitoring and supervision findings on time and
Creation of adequate awareness and capacity building at woreda and project site levels for management of the environmental and social risks and impacts associated with the project. The Woreda Environmental and Social Safeguard specialist will work in close collaboration with BRWDLP Phase I staff at the Regional and Woreda levels in a partnership-oriented approach, harmony, and team spirit. The Woreda Environmental and Social Safeguard specialist is expected to support the contractor Environmental & Social Safeguard Specialists on technical matters related to ESMP implementation, Grievance & implementation, public consultation, and engagement.
Job Requirements
Education:
Bachelor's Degree or Master's Degree in Environmental Science, Environmental & Climate Sciences, Environment and Development, Environmental Engineering, Advanced Environmental Studies and Public Health, Sociologist, Social Development Specialist or with related field of study
Experience:
8/6 years' of relevant work experience
For Sociologist, Social Development Specialist, etc. experience in environmental and social impact assessment and implementation of risk management is mandatory)
Specific work experience on environmental & social safeguard works at least 3 years of specific work experience on Development Partners (DPs) supported WaSH projects or other water supply and sanitation related projects.
Experience in managing multiple and complex projects and the ability to prioritize.
Experience working to tight deadlines and ability to remain calm under pressure.
Experience in effective stakeholder engagement, grievance redress mechanism, 1990 and RAP preparation.

Duration of the assignment: The assignment will be for one year with possibility of extension based on performance evaluation. Under- or non-performance will result in immediate termination of the contract.
Duties and Responsibilities:
Support the regional Environmental and Social Safeguard specialists in the preparation of subproject environmental and social management plans (ESMPS), Site-specific environmental and social management plans (ESMPS), and resettlement action plans (RAP), as deemed necessary, during the project implementation period.
Supervise and follow-up the implementation of compensation and ensure and act that all PAPs within the project area are compensated, if and only if there is a case of economic and physical displacement realized during the project implementation period.
Organize and provide social safeguards risk and impacts management orientations, and training at the project site level.
Carry out subproject environmental screening or initial environmental examination (IEE), if required, and prepare other special studies/assessments as well as review and ensure quality at entry for instruments prepared by third parties/consultants. The woreda E&S specialist reviews comments and inputs forwarded to regional environmental and social safeguard specialists.
Support the preparation of project-related environmental and social safeguards management information materials and assist the project and participate in disseminating the information to relevant stakeholders.
Carry out a regular site visit and assess and evaluate the progress of environmental and social risk management and safeguards instruments implementation, as planned, and provide feedback to the Woreda Project Coordinator.
Conduct regular compliance monitoring based on set indicators and parameters
Conduct public consultation meetings jointly with woreda level BRWDLP Phase I project staff and woreda administration and other relevant offices.
Assess and evaluate environmental and safety risks associated with flood, landslides, erosion, waste disposal, spillage, etc. as the result of project activities.
Provide orientation to beneficiaries aimed at empowering them to plan, implement, operate, and maintain the system.
Prepare and consolidate monthly, quarterly, semiannual, and annual environmental and social safeguard work plans at the Woreda level and submit them to the regional office on time

Work closely/jointly with the regional level environmental and social safeguard experts as well as woreda level environmental and other relevant offices for effective implementation of safeguard activities at the Project level.
Assist the Regional Environmental and Social Safeguard specialists in the identification of environmental and social safeguard activity-related bottlenecks in connection to project implementation and in forwarding appropriate recommendations.
Undertake other assignments as requested by the Woreda project coordinator and by Regional Environmental and Social Safeguard Specialists and the Regional Project manager
Skills & Competencies:
Good command of English and good communication skills.
Excellent written communication skills with clear and concise reporting styles.
The candidate should have knowledge of the Government of Ethiopia and the African Development Bank, and the World Bank financed projects' guidelines and procedures in Environmental and social safeguards, Environmental and social assessment and analysis, as well as Demonstrated familiarity with the African Development Bank policies and Operational safeguards, including occupational health and safety management would be an advantage.
Familiarity with the project area and ability in both spoken and written Afan Oromo will be an advantage.
