This Opportunity:

Palladium International, LLC is implementing the $250 Million, 8-year USAID CATALYZE contract which offers a facilitated partnership model that will craft solutions to crowd in $2 Billion in blended finance (i.e., blended concessional and commercial finance) to USAID partner countries; it can work in any development sector or region. Launched in October 2019, CATALYZE is a buy-in mechanism that allows USAID Bureaus and Missions to efficiently deploy investment facilitation solutions that respond to the needs of specific sectors, issues, and geographies.

USAID CATALYZE MS4G focuses on creating transformative outcomes in the food security and WASH sectors to benefit all Ethiopian people. To achieve these goals, the activity engages youth, mobilizes capital, increases access to finance, connects enterprises to markets, and supports stakeholders to self-advocate towards policy change which will promote opportunities for the private sector community. The project supports activities in Addis Ababa and secondary cities.

To strengthen the private sector in the food security and WASH sectors, MS4G uses a market-based approach to deliver business development and financial advisory services to Small and Medium Enterprises (SMEs). The project leverages Business Advisory Service Providers (BASPs) and Pay-for-Results (P4R) awards and co-creates and co-funds partnerships to enhance enterprises’ performance, product/service delivery, and inclusion. The activities are designed to build institutional capacity, enhance knowledge and skill transfers through workforce development initiatives, advance the business enabling environment, accelerate digital transformations and scale best practices to increase productivity and quality. As it enters its third year, MS4G is placing an increased focus on WASH Finance, enhancing livelihoods and enterprise to shocks such as the COVID-19 pandemic and responding to the food security risks related to the supply disruptions and increasing cost of agricultural production and fertilizer.

The Diver provide technical support and direction to MS4G in line with client expectations. S/he is based in Addis Ababa to enhance the opportunities to link more closely with other USAID/Ethiopia Mission-sponsored projects, other USG-sponsored cross-sector activities, private sector players and Government of Ethiopia (GoE) agencies and ministries on the urgent actions and partnerships needed to achieve the expected results.

Location: The position is based in Palladium’s Addis Ababa, Ethiopia Office

Reporting and Supervision:

The Driver will report to the CATALYZE MS4G Logistics Specialist. S/he will be responsible for giving driving service, Administrative & Logistical support for USAID CATALYZE MS4G staff.

Primary Duties and Responsibilities:

Specific responsibilities of CATALYZE MS4G Driver include, but are not limited to:

Responsible for the day-to-day maintenance of the assigned Vehicle: check oil, water, battery, brakes, tires, etc.,

Ensure that Palladium’s vehicles are used only for official/authorized business as advised by the supervisor.

Record daily activities on a log sheet including mileage, fuel consumption, destinations, and items in English,

Ensure that the steps required by the local rules regulations and the organization are taken in case of involvement in an accident,

To keep his/her driving license valid.

Provide Administrative and logistical support as assigned by the immediate supervisor.

Work on a flexible schedule and cover all departures.

Ensure the safety of all passengers in the car by ensuring that passengers and drivers wear seat belts. The driver observes all traffic rules, does not speed and ensures the safety of the surrounding areas.

On a continual basis check and survey to ensure that roads and destinations planned for assigned passengers are free of any crime occurrences such as pickpocketing, purse snatching, or robbery.

Ensure that basic tool kits are available in the vehicle.

Ensure that the first aid kit is well-equipped and easily accessible for use.

Ensure that the assigned vehicle is in a roadworthy condition at all times, maintain the vehicle in clean and serviceable condition and perform minor maintenance of a preventive nature. Ensure that the vehicle is ready and roadworthy before all trips outside Addis Ababa.

Provide basic care of assigned vehicle including conducting frequent checks of oil and lubricant levels, maintaining appropriate levels of each. Ensure vehicles have adequate fuel levels. Report all major needs for maintenance of the driver supervisor for immediate action.

Ensuring that the waiver liability form is signed by non-Palladium staff and submitted to the Logistics Specialist on time

Ensure that insurance registration and annual inspection of all Palladium vehicles are valid. Maintain copies of vehicle logbooks and insurance documents, ensuring that the renewal of insurance and annual inspection for vehicles is carried out in a timely manner.

Responsible to keep assigned vehicle clean, orderly and serviceable condition at all times; performing minor preventive maintenance; following up with maintenance requirements of assigned vehicle.

Responsible for preparing monthly activity, fuel consumption & expenditure reports and presenting these to the supervisor every month.

In the absence of responsible person(s) designated to assist, act as guide and interpreter for visiting Palladium guests and/or other officials approved to ride in the Palladium Ethiopia cars.

Other duties as assigned by supervisor.

Key Competencies Required:

Good command of written and spoken English.

Basic vehicle repair and maintenance skills.

Matured, hardworking, enthusiastic, and helpful to people.

Professional Expertise/Competencies Preferred:

Secondary school education or equivalent (at least).

Have a valid driving license Grade 3

At least 5 years experience as a driver with a government or international organization and experience in driving four-wheel drive vehicles.

Auto mechanics level 3 certificate preferred.

INGO driving experience.

Proven experience in driving in terrain conditions and mountainous areas
