MSD's programmatic focus spans multiple sectors, including Health and Nutrition (TB, HIV/AIDS, SRH, MNCH), Education (access to quality education, TVET, and skills development), Social Mobilization and Livelihood (economic strengthening and prevention of HTPs, GBV, and FGM), Migration and Trafficking (safe migration and rehabilitation of returnees and victims), Child Care and Development (child protection, early childhood care, and infant feeding), and Human Rights and Good Governance (democratization, peace building, and dialogue).
In addition, MSD engages in Humanitarian and Emergency Response (supporting disaster-affected and displaced communities) and Environment and Climate Change (promoting environmental sustainability and biodiversity conservation). Through these integrated interventions, MSD works closely with government institutions, community structures, and development partners to foster inclusive growth, equity, and resilience at all levels of society.

JOB SUMMARY
Under the supervision of the Executive Director, the Deputy Executive Director is responsible for providing overall leadership and coordination for the implementation of MSD’s programs and operations with quality, cost effectiveness and application of appropriate methodologies. The DED is expected to demonstrate comprehensive budget management, leadership, and programs design and implementation practices whilst establishing/maintaining collaborative and high-performing teams, and maintaining strong and productive relationships with the local, regional, and national government of Ethiopia, key donors, partners and NGOs implementing similar interventions. She/he is responsible to guide and contribute to design and implementation of viable strategies in line with MSD’s vision, goals, and program principles, standards, approaches.

Education:
Advanced Degree in Development Studies, Management, Organizational Development,
Experience :
At least 7-10 years of senior management experience; track record of effectively leading and regionally and/or nationally scaling a performance- and outcomes-based organization and staff; ability to point to specific examples of having developed and operationalized strategies that have taken an organization to the next stage of growth.
Demonstrated experience in program design and M&E; unwavering commitment to quality programs and data-driven program evaluation.

DUTIES AND RESPONSIBILITIES
Leadership and Management
Support the Executive Director in leading, coaching, developing, and retaining MSD’s high-performing senior management team and staff.
Evaluate organizational effectiveness and identify opportunities for improvement.
Ensure compliance with all relevant laws, government regulations and MSD policies.
Enter into and sign off local contracts with third parties as per the delegation of authority issued by the Executive Director.
Supports the development of new program designs based on an ongoing monitoring mechanism as well as mid-term and final evaluation results;
Helps programs: to assess their program/project effectiveness, to identify program gaps, and to develop concept papers in coordination with the program managers;
Ensures that all required information/data is made available for project appraisal, monitoring and evaluation and decision making;
Participates in the formulation of program proposals to be submitted to donors;
Undertakes researches in subjects of relevance to Key Result Areas.
Program Design and Management
Ensures that each program develops realistic and strategically focused annual program implementation plans which encompass existing commitments to donors and government; are oriented toward accomplishment of the strategic vision and program goal of MSD.
Works with thematic Program Managers to ensure program/project initiatives progressively include communities and local organizations in participatory planning and implementation of development projects.
Works with Ensures that each program develops realistic and strategically focused annual program implementation plans which encompass existing commitments to donors and government; are oriented toward accomplishment of the strategic vision and program goal of MSD.
Ensures ongoing local programmatic excellence, rigorous program evaluation, and consistent quality of finance & administration, communications & systems; recommend timelines & resources needed to achieve the strategic goals.
Supports the development of new program designs based on an ongoing monitoring mechanism as well as mid-term and final evaluation results.
Helps thematic programs to assess their program/project effectiveness, to identify program gaps, and to develop concept papers in coordination with the program managers;
Ensures that all required information/data is made available for project appraisal, monitoring and evaluation and decision making;
Leads search and proper identification of funding, partnership and collaboration opportunities; Leads the formulation of program/project proposals to be submitted to donors, partners, and collaborators.
Undertakes researches in subjects of relevance to Key Result Areas.
Develop and implement robust tracking systems to monitor scaling progress, ensuring effective project design approach and processes.
Regularly evaluate program components to measure success and provide clear, data-driven reports to MSD BoDs, funders, stakeholders, and other key constituents.
Lead, manage, and successfully maintain the designed programs of MSD.
Review and revise the annual Program Implementation Plan in collaboration with Programs Managers, Finance and Operations, MEAL and Grants and Compliance teams.
Collaborate in the planning and completion of events initiated by MSD area office.
Ensure that programs align with the organization’s strategic priorities.
Contribute to, review and approve, program budgets and expenditures.
Oversee program monitoring and evaluation in collaboration with the MEAL Director.
Ensure pertinent government agreements, documents and reports are produced and maintained appropriately.
Manage field office reports, statistics, and client information in order to provide frequent information to MSD leadership, BoDs and other constituencies as needed and requested.
Partner Relationships and Networking
Establish/maintain a network of relationships with government and non-government partners, community partners, donors and other stakeholders and promote strong partnerships with appropriate partners.
Participate in strategic working groups with other organizations, as appropriate.
Effectively communicate and represent MSD’s programs to key donors and other interested parties.
Actively participate in local forums and events which align with MSD’s vision, mission and strategic intent.
Attends meetings, workshops, conferences, etc. representing MSD as delegated by the Executive Director.
Ensures that reports are prepared and submitted to concerned parties, donors, counterparts and MSD on time and in a professional manner.
Keeps up to date with developments in the program, including best practice examples in-country and internationally, and ensures ongoing personal development and learning.
Liaises with concerned government and non-government bodies to facilitate collaboration and smooth working relationship in consultation with the Executive Director.
Financial Management and Stewardship
Oversee competent and effective use of all program resources (human resources, financial resources, and assets) for their intended purpose.
Review and ensure accuracy of MSD’s annual budget.
Ensure appropriate spending of allocated funds in compliance with the approved organizational/program budget, as well as the budget submitted to the government, proactively managing expenditures and securing necessary approvals for any variances.
Ensure management of finances according to the MSD’s Financial Management Principles and enforce internal controls.
Support the Finance and Operations team in preparation and submission of regular, timely and accurate financial reporting to relevant MSD constituencies and third parties.
Human Resources Management
In collaboration with the Finance & Operations team, oversee hiring of qualified staff to ensure efficiency and productivity in meeting program objectives and strategic initiatives.
Facilitate and/or provide staff capacity development activities to enhance skills, and to motivate staff to maintain excellence in the performance of their duties.
Encourage accountability and accurate staff record keeping for programs team and area offices.
Conduct regular performance reviews, coaching and corrective action for staff under his/her supervision
Skills & Competencies
Excellence in organizational management with the ability to coach staff, manage, and develop high-performance teams, set and achieve strategic objectives, and manage a budget.
Strong ability to engage a wide range of stakeholders and cultures, with an understanding of donor expectations and relationship-building; fundraising, grant development, and public relations experience helpful.
Demonstrated experience in leading a team through a strategic and annual planning process with success
Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills.
Action-oriented, entrepreneurial, adaptable, and innovative approach to organizational planning.
Strong technological experience and competency; experience with Google and Microsoft platforms, as well as online project management systems.
Complex problem solving and analytical skills; Ability to work within complex operating environment.
Superior ability to manage multiple deadlines and tasks, and to prioritize effectively
Fluency in English and Amharic languages.
