1. Background

The Government of Ethiopia has received financial support from the US CDC for strengthening the national capacity for the provision of efficient and effective laboratory equipment maintenance services at all levels of the national laboratory system.  The support includes hiring of qualified biomedical engineers with adequate experience in the preventive and curative maintenance of major and auxiliary laboratory equipment.  Accordingly, the institute is currently planning to hire two qualified, well experienced, highly competent and motivated Biomedical Engineers to address its gap in the area of maintenance services for cold chain equipment and systems (laboratory refrigerators, freezers, ultra-low freezers, air conditioners and cold rooms).

2.  Job Summary

The Biomedical Engineers will be charged with the specification, selection, commissioning and maintenance of cold chain equipment and systems. They will be responsible for the development of national action plan for the provision of effective preventive and curative maintenance services related to cod chain equipment and systems at all levels of the country’s health laboratory network. They will oversee, coordinate, monitor and evaluate the implementation of the national action plan, develop and implement continuous improvement plans and generate reports on the status of cold chain equipment and systems across the nation’s health laboratory system.

3.  Specific Tasks / Activities /

The roles and responsibilities of the Biomedical Engineers include, but not limited to, the following: 

. Evaluate and approve the proper conduct of installation, testing, calibration, commissioning and trainings related to cold chain equipment and systems.

. Provide technical support for preventive and curative maintenance including  calibration of cold chain equipment and systems at national and regional maintenance centers.

.  Develop maintenance and calibration procedures and methods, according to detailed specifications, and manufacturers’ recommendations.  

.  Provide technical guidance in the development of technical specifications and involve in medical laboratory equipment evaluation and selection activities as particularly related to cold chain equipment and systems.

. Ensure that service and operator manuals as well as SOPs for preventive and curative maintenance activities are properly archived and maintained.

. Develop service and maintenance contracts, involve in negotiations and manage their implementations.

.  Undertake preventive and curative maintenance of clod chain equipment and systems  in accordance with manufacturers’ recommendations and required standards.

. Develop training modules, coordinate and provide training for medical laboratory equipment technicians and biomedical engineers on maintenance and management of cold chain equipment and systems.

. Participate in the development of policies, strategies, implementation guidelines, manuals and standard operating procedures for overall management of medical laboratory equipment including cold chain equipment and systems.

. Participate in workshops, training and continuing  education  programs to improve their  professional knowledge and skills.

. Perform other activities related to laboratory equipment management and maintenance as found relevant and directed by the immediate supervisor.

. Prepare activity plans and reports as directed by the  immediate supervisor.

.  Accomplish other activities as assigned by the  immediate supervisor.

5.   Reporting

.The Biomedical Engineers will report to the Head of the National Laboratory Equipment Maintenance Center of the EPHI.

. The Engineers will be based at the  National Laboratory Equipment Maintenance Center of   the EPHI in Addis Ababa  and will travel to all regions as found necessary.

Job Requirements

. Master’s degree in Biomedical Engineering with a minimum of 8-years or Bachelor’s degree in Biomedical Engineering with a minimum of 10-years’ experience in installing, commissioning,   maintaining and calibrating laboratory equipment with  experience in  cold chain equipment and systems (laboratory refrigerators, freezers, ulta-low freezers, air conditioners and cold rooms) Experience in developing and/or conducting trainings with special focus on the maintenance and management of cold chain equipment and systems in particular and other laboratory equipment in general. 

. Ability to work with people at different levels – stakeholders, partners, community level organizations and other institutions.

. Ability to objectively analyze situations and make recommendations for decisions.

. Very good in report writing and communication skills.
